Attending the conference at the Lang Son provincial bridge were leaders of the Department of Agriculture and Rural Development; leaders of the Vietnam Fatherland Front Committee of the province and representatives of a number of departments, branches and units of the province.
According to the report at the conference, in the first 9 months of 2024, all levels, sectors and localities have actively implemented solutions to implement the national target program on new rural construction and achieved certain results.
Specifically, to date, the whole country has 6,320/8,162 communes meeting the new rural standards; 296 district-level units in 58 provinces and centrally run cities have been recognized by the Prime Minister for completing the task of building new rural areas; 22 provinces and centrally run cities have 100% of their communes meeting the new rural standards; 5 provinces have been recognized by the Prime Minister for completing the task of building new rural areas.
According to the registration of localities, it is expected that by the end of 2024, about 79 - 79.5% of communes nationwide will be recognized as meeting new rural standards; 305 district-level units will be recognized as completing the task of building new rural areas and 1 - 2 more provinces and centrally-run cities will be recognized by the Prime Minister as completing the task of building new rural areas.
However, the implementation of the National Target Program on New Rural Construction still has some shortcomings and limitations such as: the progress of issuing documents guiding the implementation of the program is still slow; the progress of disbursing central budget capital in 2024 is very low (the disbursement rate of public investment capital reaches 45% of the total assigned capital plan, the disbursement rate of career capital only reaches 16.2% of the total estimated implementation in the year); the implementation of pilot models in thematic areas is very slow; the movement to build new rural areas in some localities shows signs of slowing down, not paying much attention to the work of sustainably maintaining results and improving the quality of new rural criteria after reaching the standards...
Speaking at the conference, the leader of the Department of Agriculture and Rural Development of Lang Son province informed some results of the implementation of the national target program on new rural construction in the province. Specifically, by the end of September 30, the province had disbursed capital for the national target program on new rural construction in 2024, reaching 195.9 billion VND, reaching 46.1% of the assigned capital plan. Currently, the whole province has 98/181 communes meeting new rural standards; on average, each commune meets 14.56 new rural criteria (an increase of 0.48 criteria/commune compared to the end of 2023). Regarding the results of building Dinh Lap district to meet new rural standards, to date, the district has met 4/9 new rural district criteria. At the same time, he also pointed out some difficulties and limitations of the province in implementing the national target program on new rural construction and overcoming the consequences of storm No. 3 in the province.
At the conference, representatives of several ministries, sectors and localities focused on discussing and clarifying the results achieved in the work of building new rural areas and the difficulties and obstacles in the implementation process. From there, they proposed tasks and solutions to complete the goals and tasks of building new rural areas in 2024.
In his concluding remarks at the conference, Minister of Agriculture and Rural Development Le Minh Hoan requested the Steering Committee of the national target program on new rural construction for the 2021-2025 period of provinces and cities to focus on and resolutely direct the implementation of the program to complete the goals of communes meeting new rural standards, advanced new rural standards, and model new rural standards; organize thematic meetings to urge the implementation progress; promptly complete the detailed approval of projects, proposals, and plans to implement pilot models under thematic programs and further accelerate the implementation progress of approved models.
At the same time, localities continue to effectively and synchronously implement solutions to mobilize resources, including maximizing local resources to organize and implement the program; promoting and diversifying forms of communication on NTM and specialized programs through introducing good and creative practices in localities...
