On the morning of October 23, Prime Minister Pham Minh Chinh chaired the 4th online meeting of the Steering Committee for key works and important national projects in the railway sector.

The country currently has three groups of projects under the monitoring and direction of the Steering Committee for key projects and national important projects in the railway sector, including the Lao Cai - Hanoi - Hai Phong railway project; the Hanoi - Lang Son and Hai Phong - Mong Cai railways; the high-speed railway project on the North - South axis and the urban railway projects in Hanoi and Ho Chi Minh City.

Since the 3rd meeting of the Steering Committee, the Prime Minister and Deputy Prime Ministers have chaired many meetings; issued nearly 20 documents directing issues related to key works and important national projects in the railway sector, in which ministries, branches and localities have been assigned 39 tasks, focusing on removing difficulties and obstacles, speeding up investment preparation procedures for projects.

To date, the agencies have completed 16 tasks that meet requirements, including a number of important tasks. In addition, the agencies are actively and focused on implementing 10 tasks that are regular direction and management tasks; 8 tasks have not met the progress but in reality need time because they are related to foreign partners or need time to perform; 5 tasks have not yet reached the deadline.

In Ha Tinh, the high-speed railway project on the North-South axis passes through 18 communes and 5 wards with a total length of about 103.42 km, and is expected to reclaim about 764 hectares of land, of which about 84 hectares are residential land, and nearly 1,300 households must relocate and resettle.

The whole province plans to build 35 resettlement areas; to date, construction has started on 1 area, 31 areas have approved detailed planning, approved master planning, and the remaining areas are completing documents.

Implementing the task of land acquisition and clearance according to the preliminary boundary of the pre-feasibility study, localities where the project passes through have announced the project implementation plan to affected households, propagandized households within the affected area not to expand the project; reviewed the current status, counted the types of land affected on the route; some localities have proactively deployed the placement of land acquisition and clearance markers according to the preliminary boundary, conducted aerial photography of the preliminary land acquisition and clearance scope, and measured the terrain to serve the work of land management and compensation for land acquisition and clearance when the official markers are handed over.

At the meeting, delegates from central ministries, branches and localities where the project passes through reported on the implementation of tasks assigned by the Prime Minister on the development of standards and regulations for electrified railways; site clearance; capital mobilization and progress of site clearance and resettlement arrangements for the project.

Speaking at the meeting, Prime Minister Pham Minh Chinh said: Railway development is one of the contents identified in the Resolution of the 13th National Party Congress. The Politburo issued Conclusion 49-KL/TW on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045.

The Government has submitted to the National Assembly for approval Resolutions on investment policy for the North-South high-speed railway project; piloting specific mechanisms for urban railways in Hanoi and Ho Chi Minh City. The Government has issued resolutions to implement resolutions of the Central Committee, the Politburo, and the National Assembly.

Assessing that in the coming time, the tasks of the Steering Committee, central ministries and local authorities are extremely heavy, important and urgent, Prime Minister Pham Minh Chinh requested ministries, branches and local authorities to concentrate maximum resources, remove all bottlenecks and bottlenecks, overcome difficulties and challenges to complete assigned tasks.

The Ministry of Finance coordinates with the Ministry of Construction and central ministries and branches to proactively allocate capital for projects to meet progress, not allowing lack of capital to affect project progress.

Regarding compensation and resettlement support for the project, according to the Resolution of the National Assembly, the local site clearance must be carried out, so the Party committees and local authorities need to pay attention to resettlement work, support production stabilization so that people have new places to live, new jobs, and new livelihoods that are at least equal to and better than the old place. If the site clearance work is good and the project preparation is good, the implementation will be good, but if the site clearance is blocked and resettlement is problematic, the work will be blocked.
