Focus on leadership to improve overall quality and combat readiness

The Quang Tri Provincial Military Party Committee currently has 11 grassroots party committees, 35 unit party committees, 193 party cells with more than 3,000 party members. Promoting its role as the political core, in the 2020-2025 term, the Provincial Military Party Committee has strongly innovated its leadership and direction thinking, promoted its combined strength, and brought the armed forces to excellently complete military and defense tasks, build a solid defense area, and create a national defense posture associated with a strong and interconnected people's security posture.

Over the past 5 years, the Provincial Military Party Committee has been highly united and unified in leadership and direction, successfully completing the goals and targets set by the congress resolution; focusing on building and adjusting the system of practical combat documents; closely coordinating with forces to grasp the situation, strictly maintaining combat readiness, patrolling, controlling, firmly protecting the sovereignty of borders, seas and islands; contributing to maintaining political security, social order and safety in the area. The entire force has organized 474 drills of all kinds with many innovations in scale, form, time and space; participating in many competitions and sports events at the ministerial and military region levels, achieving high results with 19 first and second prizes.

The focus of training direction was raised to a new level. The Party Committee strictly implemented the instructions and orders of the superiors; directed the careful preparation of training grounds, training grounds, model teaching aids, training materials, and the application of information technology in training management and operation close to combat realities.

In 5 years, 368 training courses were organized for nearly 37,000 cadres (an increase of 100 courses, 13,000 courses compared to the previous term); the training test results showed that 100% of the subjects met the requirements, of which over 85% were good and excellent. Nearly 7.2 billion VND was invested in purchasing training equipment, contributing to comprehensively improving the overall quality and combat readiness. Cadres and soldiers are always steadfast in their political stance, absolutely loyal, ready to receive and complete all tasks well.

Entering the new term, in the context of peace , cooperation and development continuing to be the main trend, but the world and regional situation is still complicated and unpredictable; traditional and non-traditional security challenges are increasing. After the merger, Quang Tri province has a wider development space, a higher position but also poses greater requirements in organizing and protecting strategic areas, especially border areas, coastal areas, and important defense areas. Requiring the Provincial Military Party Committee to continue to promote the central role of solidarity, unity, proactive thinking, decisive action, creating breakthroughs in building a revolutionary, disciplined, elite, and gradually modern provincial armed force, meeting the requirements of tasks in all situations.

During the 2025 - 2030 term, the Provincial Military Party Committee focuses on implementing the following key tasks:

Firstly, continue to thoroughly grasp and effectively implement the resolutions and directives of the Central Military Commission and the Party Committee of Military Region 4, especially the Resolution on improving the quality of training for the period 2023 - 2030 and the following years. Organize training according to the motto "basic, practical, solid", attach importance to synchronous and specialized training; take basic training as the basis, tactics as the center, and cadres as the key. Proactively innovate training content and methods to suit the locality, subjects, weather, weapons and equipment, especially new and modern equipment.

Second, strictly maintain combat readiness; promptly supplement and perfect the system of combat documents in accordance with the two-level government model. Proactively coordinate to grasp the situation, forecast, and effectively handle all situations right from the grassroots level, avoiding being passive or surprised.

Third, consolidate and develop the people's military intelligence network, ensuring the ability to grasp and accurately forecast the situation at the grassroots level, in border areas, and in the Vietnam-Laos border area. Proactively advise on the construction of ship and canoe launching points; invest in equipment for the armed forces to effectively perform the tasks of natural disaster prevention, control, and search and rescue.

Fourth, improve the quality of Party building work in the provincial armed forces. Strengthen political and ideological education, uphold the principles of Party organization and discipline; build a contingent of cadres with courage, intelligence, professional expertise, good at organization and command, mastering new technologies, especially digital technology, information technology and cyber warfare.

The 1st Congress of the Quang Tri Provincial Military Party Committee, term 2025 - 2030 took place in an atmosphere where the whole province is making efforts to stabilize the apparatus according to the two-level local government model, implementing major political tasks with the spirit of innovation and development aspirations.

Believing that, with the heroic tradition, spirit of solidarity, discipline, innovation and action, the Provincial Military Party Committee will continue to be the core force, worthy of the trust of the Party Committee, government and people of heroic Quang Tri province.
