
According to the report, in the first 10 months of the year, science , technology, innovation and digital transformation work in Dien Bien province continued to receive attention, direction and effective implementation. Telecommunication infrastructure was focused on investment, gradually developed synchronously, and covered widely.
Dien Bien province has 1,171 mobile information transmission and reception stations; fiber optic transmission infrastructure has covered 100% of commune and ward centers and 82% of villages/hamlets in the area. Continue to maintain the provincial data integration and sharing platform (LGSP) as a platform for e-Government development and connect with the national data integration and sharing platform (NDXP) to exploit databases and information systems of scale and scope from the central to local levels.
However, according to the Plan of the Standing Committee of Dien Bien Provincial Party Committee to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation in the province, it is estimated that by the end of 2025, 41/46 targets will be completed and exceeded the plan, while 5 targets are likely to not be completed.
At the meeting, the leaders of the Department of Home Affairs approved the Proposal of the Party Committee of Dien Bien Provincial People's Committee on the establishment of the Center for Science Application, Innovation and Digital Transformation under the Department of Science and Technology of the province (referred to as the Center) on the basis of merging the Center for Science and Innovation with the Center for Technology and Digital Platform.
With the task of performing the functions of applied research, deployment, technology transfer, science and technology services, information, science and technology statistics, innovation and digital transformation in the province; carrying out research activities, career activities and technical services on standards, measurement, productivity, product quality, goods, codes, barcodes, product traceability...
At the meeting, delegates focused on discussing and pointing out the causes, difficulties and obstacles in the implementation process related to the development of unsynchronized digital infrastructure, especially in some remote, border areas where telecommunications and internet infrastructure is still difficult, greatly affecting the ability to access and deploy scientific, technological and digital transformation activities; Access to technology is still difficult, due to the high rate of poor and near-poor households, people lack smart devices (smartphones, computers) to connect and use modern technology services... Participating in the Proposal to establish the Center for Science Application, Innovation and Digital Transformation under the Department of Science and Technology of the province, many delegates gave their opinions on unifying the name as well as the functions and tasks of the Center.
Concluding the meeting, Provincial Party Secretary Tran Tien Dung highly appreciated the report preparation work as well as acknowledged the responsible and frank comments of the Steering Committee members. At the same time, he requested the Steering Committee members to continue promoting their spirit and working policies to implement them in practice.
Secretary of the Dien Bien Provincial Party Committee Tran Tien Dung requested that from now until the end of the year, the Steering Committee strive to achieve the set goals, clearly assign functions and tasks to members, and have specific working focal points.
Regarding the tasks of 2026, the Secretary of the Dien Bien Provincial Party Committee requested the Department of Science and Technology to coordinate with Viettel Dien Bien and VNPT to review and re-evaluate the overall digital infrastructure in Dien Bien province. The Steering Committee needs to develop a specific plan, inspect, monitor, propose solutions, and maximize internal resources to overcome and remove existing problems and limitations. The Department of Science and Technology coordinates with the Department of Home Affairs to urgently complete the Submission, clarify the specific functions and tasks of the Center for Science Application, Innovation and Digital Transformation, and mechanisms related to funding and implementation plans.
