Approving personnel results of 2 provinces Dien Bien and Tay Ninh

Permanent Deputy Prime Minister Nguyen Hoa Binh signed the Prime Minister's Decisions approving the election results and dismissal of the positions of Chairman and Vice Chairman of Dien Bien Provincial People's Committee and Chairman of Tay Ninh Provincial People's Committee for the 2021-2026 term.

Specifically, in Decision No. 2589/QD-TTg dated November 24, 2025, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Dien Bien province for the 2021-2026 term for Mr. Le Van Luong, Deputy Secretary of the Dien Bien Provincial Party Committee for the 2025-2030 term.

Mr. Le Van Luong was born in 1968 in Ninh Binh province; Bachelor of Education, Bachelor of Accounting, Master of Economic Management, Bachelor of Politics .

Before being approved to hold the position of Chairman of the People's Committee of Dien Bien province, Mr. Le Van Luong had held the following positions: Vice Chairman, Chairman of the People's Committee of Than Uyen district; Chairman of the People's Committee of Tan Uyen district; Chief of the Office of the Lai Chau Provincial Party Committee; Chairman of the Provincial Party Committee's Inspection Committee; Standing Deputy Secretary of the Lai Chau Provincial Party Committee. From July 2023 to November 2025, he was Deputy Secretary and Chairman of the People's Committee of Lai Chau province.

On November 16, 2025, Mr. Le Van Luong was transferred and appointed to hold the position of Deputy Secretary of Dien Bien Provincial Party Committee, term 2025 - 2030. On November 19, 2025, he was elected by the 15th Dien Bien Provincial People's Council to hold the position of Chairman of Dien Bien Provincial People's Committee for the term 2021 - 2026.

In Decision No. 2590/QD-TTg dated November 24, 2025, the Prime Minister approved the election results for the position of Vice Chairman of the People's Committee of Dien Bien province for the 2021-2026 term for Mr. Nguyen Minh Phu, member of the Provincial Party Committee, Director of the Department of Culture, Sports and Tourism of Dien Bien province.

Previously, at the 22nd session of the People's Council of Dien Bien province, term XV, 2021 - 2026 (held on November 14), 100% of delegates attending the meeting elected Mr. Nguyen Minh Phu, Director of the Department of Culture, Sports and Tourism of the province to hold the position of Vice Chairman of the People's Committee of Dien Bien province.

In Decision No. 2580/QD-TTg dated November 24, 2025, the Prime Minister also approved the results of the dismissal of Mr. Le Thanh Do from the position of Chairman of the People's Committee of Dien Bien province for the 2021-2026 term.

Previously, at the meeting of the People's Council of Dien Bien province, term XV, 2021 - 2026, held on November 19, 2025, 100% of the delegates voted to elect Mr. Le Thanh Do to hold the position of Chairman of the Provincial People's Council for the term 2021 - 2026.

In Decision No. 2579/QD-TTg dated November 24, 2025, the Prime Minister approved the results of the dismissal of Mr. Pham Duc Toan from the position of Vice Chairman of the People's Committee of Dien Bien province for the 2021-2026 term.

Previously, on November 10, 2025, Dien Bien Provincial Party Committee organized the announcement of the decisions of the Provincial Party Standing Committee on personnel mobilization and assignment. According to Decision 18-QD/TU, from November 4, Mr. Pham Duc Toan was mobilized and assigned to take on the task of Head of the Organization Committee of Dien Bien Provincial Party Committee.

*In Decision No. 2578/QD-TTg dated November 23, 2025, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Tay Ninh province for the 2021-2026 term for Mr. Le Van Han, Deputy Secretary of the Tay Ninh Provincial Party Committee for the 2025-2030 term.

Mr. Le Van Han, born in 1970, hometown in Luu Nghiep Anh commune, Vinh Long province; has a degree in Advanced Political Theory, Master of Educational Management, Bachelor of Administration, Bachelor of Literature Pedagogy.

In Decision No. 2531-QDNS/TW dated November 14, 2025, the Central Party Secretariat decided that Mr. Le Van Han would cease to participate in the Executive Committee, the Standing Committee and cease to hold the position of Deputy Secretary of the Vinh Long Provincial Party Committee for the 2025-2030 term; and transfer and appoint him to participate in the Executive Committee, the Standing Committee and hold the position of Deputy Secretary of the Tay Ninh Provincial Party Committee for the 2025-2030 term.

Before being approved to hold the position of Chairman of the People's Committee of Tay Ninh province, Mr. Le Van Han held many important positions in the former Tra Vinh province: Chief of the Provincial Party Committee Office; Secretary of the Cang Long District Party Committee; Vice Chairman of the Provincial People's Committee; Chairman of the Vietnam Fatherland Front Committee of the province; Secretary of the Tra Vinh City Party Committee. In October 2020, Mr. Le Van Han held the position of Deputy Secretary of the Tra Vinh Provincial Party Committee and in November 2020 was elected to hold the position of Chairman of the Tra Vinh Provincial People's Committee.

From July 1, 2025, after the merger of Tra Vinh, Ben Tre and Vinh Long provinces into the new Vinh Long province, Mr. Le Van Han was appointed to hold the position of Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Vinh Long province. After that, he was transferred and appointed to join the Executive Committee, Standing Committee and hold the position of Deputy Secretary of the Tay Ninh Provincial Party Committee for the 2025 - 2030 term.

In Decision No. 2576/QD-TTg dated November 23, 2025, the Prime Minister also approved the results of the dismissal of Mr. Nguyen Van Ut from the position of Chairman of the People's Committee of Tay Ninh province for the 2021-2026 term.

Previously, on November 18, 2025, the Central Party Secretariat decided to transfer and appoint Mr. Nguyen Van Ut - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Tay Ninh province, to join the Executive Committee, Standing Committee of the Dong Nai Provincial Party Committee for the 2025 - 2030 term and hold the position of Deputy Secretary of the Dong Nai Provincial Party Committee.

Afterwards, at the thematic session of the Dong Nai Provincial People's Council, delegates unanimously elected Mr. Nguyen Van Ut to hold the position of Chairman of the Dong Nai Provincial People's Committee for the 2021-2026 term.

In Decision No. 2559/QD-TTg dated November 21, 2025, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Dong Nai province for the 2021-2026 term for Mr. Nguyen Van Ut, Deputy Secretary of the Dong Nai Provincial Party Committee for the 2025-2030 term./.
