On the morning of February 21, the Department of Agriculture and Rural Development held a conference to implement the "Peak year of rabies vaccination for dogs and cats" and the first phase of vaccination for livestock and poultry in the province in 2024.

Attending the conference were representatives of leaders of relevant departments, branches and 27 districts, towns and cities in the province.
Deputy Director of the Department of Agriculture and Rural Development Hoang Viet Chon delivered the opening speech at the conference.
Speaking at the opening of the conference, Mr. Hoang Viet Chon, Deputy Director of the Department of Agriculture and Rural Development of the province, emphasized: In Thanh Hoa province in the past 10 years, rabies has killed 31 people, mainly in mountainous districts with low rabies vaccination rates for dogs and cats for many years, such as: Nhu Xuan, Thach Thanh, Ngoc Lac, Muong Lat... and over 85,145 people had to receive preventive treatment for rabies due to dog and cat bites.
Although the province has a large dog and cat population in the country, in 2023, the whole province only vaccinated 540,062 doses of vaccine, much lower than the actual dog and cat population. In addition, since the beginning of 2023, there have been 3 deaths in the province, the number of people bitten by sick dogs, dead dogs, and unvaccinated dogs requiring treatment is about 13,300 people.

Faced with the above situation, to control and eliminate rabies in Thanh Hoa province, the Provincial People's Committee has chosen 2024 as the "Peak year for rabies vaccination for dogs and cats in the province" to strengthen the direction of disease prevention and control and resolutely implement vaccination for livestock, contributing to minimizing economic and public health damage.

At the conference, delegates focused on discussing and evaluating the results achieved, exchanging and sharing experiences in organizing vaccination; thereby pointing out the advantages, difficulties and challenges in implementing rabies prevention and control in dogs and cats in particular and livestock in the province in general. At the same time, setting out goals to strive for in the vaccination of livestock and poultry in the first phase of 2024.
Receiving opinions from delegates and based on the actual situation of disease prevention and control in the province, the Department of Agriculture and Rural Development has deployed the first vaccination plan in 2024 for livestock. Accordingly, the whole province strives for the rabies vaccination rate for dogs and cats to reach 95% or more for the plain and midland districts and 90% or more for the mountainous districts. At the same time, for buffalo, cow and goat herds, strive for the vaccination rate against foot-and-mouth disease and anthrax in the plains to reach more than 90%, in the midlands to reach more than 80%, and in the mountainous areas to reach more than 70%. For vaccination against scabies and swine fever in the regions, strive to reach from 60% to 70% or more; vaccination against H5N1 flu for poultry to reach from 80% to 90% or more.

To effectively implement the "Peak year of rabies vaccination for dogs and cats" and the first phase of livestock vaccination in 2024, the Department of Agriculture and Rural Development requires localities to carry out vaccinations according to the direction of the Provincial People's Committee Chairman, assign leaders and members of the District Steering Committee to be in charge, closely follow the area to direct vaccinations, promptly detect weaknesses to overcome. Establish an inspection team, urge and direct vaccinations and take measures to promptly handle and resolve arising difficulties and problems. At the same time, strengthen propaganda about vaccinations and the benefits of vaccinations so that people understand and cooperate to improve the effectiveness of the implementation.
Along with that, localities need to review and arrange adequate veterinary professional forces at all levels to meet the requirements of disease prevention and control and vaccination work in the area; strictly implement the regime of reporting on disease prevention and control work periodically and suddenly according to regulations, ensuring effective implementation of the first vaccination phase of 2024 in March and April 2024.
