Faced with the high demands of defending the Fatherland and the Capital in the new situation, the task of building a national defense, strengthening the defense potential and the combined strength of the armed forces, and building Hanoi into a solid defense zone has become increasingly urgent. This task requires the responsibility of Party committees at all levels, the government, the entire political system and all classes of people, in which the Capital's armed forces are the core.

Thoroughly grasping the Party's military and defense guidelines, in the 2020-2025 term, Party committees and authorities from the city to the grassroots, agencies and units have focused on leading and directing the building of a strong national defense, building a national defense posture associated with the people's security posture, building an increasingly solid defense zone; promoting the combined strength, effectively mobilizing the city's resources in building a national defense, consolidating and strengthening the potentials in the defense zone. Since then, the military, security and foreign affairs potentials of the Capital have been constantly consolidated and strengthened. The standing force has been focused on building a lean, compact and strong force in the direction of "revolutionary, disciplined, elite and modern"; the militia and self-defense force is "strong and widespread" (the rate of party members reached over 22.9%, exceeding the term target); The reserve force is "strong and high-quality" (the party member ratio is 11.9%, exceeding the term target). The potential and position in the defense area, especially the military position, are planned and built in a unified manner in the city's defense position, ensuring solidity and depth. The city continues to deploy and build defense works, build many new offices, barracks, and warehouses for units under the Capital Command.

To strengthen the national defense potential and the overall strength of the armed forces, and build Hanoi into a solid defense zone in the new situation, in the coming time, the Party Committee of the Hanoi Capital Command will continue to advise the city to focus on leading and directing Party committees and authorities at all levels on the task of building the all-people national defense and the capital's defense potential; focus on leading and directing, creating a breakthrough in building the potentials of the city's defense zone; build the capital's armed forces with comprehensive quality and high combat power; and build the capital into a solid defense zone.

In particular, the Hanoi Capital Command continues to innovate and improve the quality of defense zone combat exercises and civil defense exercises for the Regional Defense Command and local communes and wards, aiming to continuously improve the capacity to operate the leadership, direction and command mechanism in building and operating defense zones in defense states. This will be the basis for supplementing and perfecting combat plans, proactively and effectively handling all defense and security situations in the area.

Since March 1, 2025, along with the whole country, Hanoi City Police has entered a new management and operation method. That is, no longer organizing district-level police and rearranging 526 commune, ward and town police down to 126 ward and commune police. The city police realize that this is not only a matter of mechanical merger according to administrative boundaries, but also a strategic adjustment in thinking about institutions and governance in ensuring security and order.

With the mindset of being the pioneering and exemplary force of the Vietnam People's Public Security, the Party Committee and the Standing Committee of the Hanoi Public Security Party Committee have united, unified, led, and directed the synchronous implementation of tasks with methods and approaches appropriate to the characteristics and situation of the Capital Public Security.

During the implementation process, the City Police closely followed the regulations and instructions of the Ministry of Public Security and the Hanoi Party Committee; at the same time, promoted the spirit of innovation and creativity, deployed many good methods and practices on the basis of taking quality and efficiency of work as the main measure. The methods and practices of the Hanoi City Police were highly appreciated by the leaders of the Ministry of Public Security, the Department of Personnel Organization and the Hanoi Party Committee's Organization Board. In particular, the Department of Personnel Organization referred to the model of the Hanoi Police, reported to the Ministry's leaders to replicate it nationwide.

Through the implementation process, Hanoi City Police has increasingly improved its organizational structure and staff; its operations have become increasingly effective, efficient and efficient, contributing to creating a secure and safe environment for the capital's socio-economic development.

To do better, in the coming time, the City Police Party Committee will organize a preliminary review and evaluation of the results of the implementation of Resolution No. 12-NQ/TU dated March 16, 2022 of the Politburo on "Promoting the building of a truly clean, strong, disciplined, elite, modern People's Police force, meeting the requirements and tasks in the new situation" and Resolution No. 22/NQ-TU dated November 1, 2023 of the City Party Committee on "Promoting the building of a truly clean, strong, disciplined, elite, modern Capital Police force, meeting the requirements and tasks in the new situation". On that basis, the City Police will determine the directions, tasks and key solutions in deploying and implementing the goals and tasks in the new period.

In particular, the City Police identified: Focusing on strongly innovating the thinking of ensuring security and order, especially new, difficult, and non-traditional issues; effectively implementing the organization of the two-level police apparatus, associated with the responsibility regime of leaders and commanders; continuing to strongly innovate personnel work, focusing on improving the quality and staff of all levels; promoting the role of autonomy, the spirit of daring to think, daring to do, daring to take responsibility for the common interest.
