Along with the whole country, Binh Thuan is also urgently implementing the arrangement of commune-level administrative units. At the same time, doing a good job of information and propaganda work on the necessity, the plan to arrange commune-level administrative units and related contents to spread, create consensus and unity of the political system from the province to the grassroots, especially the trust and support of the people.
The whole country should develop a project to merge provinces and communes before May 1.
It is expected that when the 2-level local government is reorganized from the original 63 provinces and cities, there will be 34 provinces and cities, no district level, and about 5,000 communes and wards.
Recently, the Ministry of Home Affairs has focused on completing and sending for comments on the draft Law on Organization of Local Government, the draft Resolution of the National Assembly Standing Committee on the arrangement of administrative units. In particular, the draft Resolution of the National Assembly Standing Committee stipulates the arrangement criteria for provincial and commune-level units in the direction of closely following the 6 criteria that have been considered and agreed upon by the Politburo. The draft resolution stipulates specifically the standards and quantity of commune and ward-level administrative units after the arrangement. Accordingly, the new commune after the arrangement has a natural area and population size of 300% or more compared to the commune standards prescribed in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units. As for the population size standards of mountainous communes, highlands or communes with national borders on land where 30% or more of the population are ethnic minorities, the minimum is 7,500 people. The new ward after the arrangement has a natural area of 35km2 or more and a population size of 50,000 people or more. Wards in mountainous and highland areas will have a population size of 35,000 people or more. In the case of arranging 4 or more commune-level administrative units into 1 new commune or ward, it is not necessary to evaluate the standards of natural area and population size according to regulations.
Recently, the Government issued Resolution No. 74/NQ-CP promulgating the Plan for implementing the arrangement of administrative units (DVHC) and building a model of organizing two-level local governments, which clearly defines the roadmap and tasks to be performed at each point in time. One of the tasks and solutions set out in the plan is to perfect policies, laws and guiding documents as a basis for the arrangement of administrative units and organization of two-level local governments. Accordingly, central ministries and branches proactively propose and submit to competent authorities for promulgation or promulgate under their authority legal documents and guiding documents to resolve issues related to the arrangement of administrative units, termination of operations of district-level administrative units and organization of two-level local governments, ensuring that after the arrangement of administrative units, the organization of two-level local governments operates smoothly, without interruption, and without legal gaps. Completion date is before June 30.
Regarding the implementation of the arrangement and reorganization of commune-level administrative units, according to the plan, the provincial People's Committee will prepare a project dossier before May 1. Before May 30, the Ministry of Home Affairs will review and prepare the Government's project dossier to submit to the National Assembly Standing Committee. The Law and Justice Committee will review and the National Assembly will consider and approve before June 20.
In addition, a series of important decrees related to the number of vice chairmen of People's Committees at all levels, the election process, dismissal, removal, transfer, and removal of members of People's Committees, and delegation of authority to the Chairman of People's Committees; organization of specialized agencies at commune, ward, and special zone levels; job positions and payroll; leadership position allowances; salary regimes for cadres, civil servants, public employees, and armed forces are also being urgently developed to be completed before June 30.
To ensure progress, the Ministry of Home Affairs will organize a national conference before April 18 to deploy the plan to central and local ministries and branches, right after the Politburo's dissemination conference.
Binh Thuan completes commune-level arrangement to operate from July 1
In Binh Thuan, the Standing Committee of the Binh Thuan Provincial Party Committee also issued Plan No. 317-KH/TU on continuing to reorganize the apparatus of the provincial political system. The content of the Plan clearly states the roadmap for reorganizing commune-level administrative units in Binh Thuan.
The implementation roadmap includes the following steps: Develop a project to not organize at the district level, rearrange and reorganize commune-level administrative units. In particular, review current data to serve the development of the project (natural area, population size; general planning project, detailed urban planning; history of the formation of commune-level administrative units; specific factors of history, culture, religion, security, national defense, finance, public assets, etc.). Completion time: Before March 31; Develop a draft of the overall plan to not organize at the district level; rearrange and reorganize commune-level administrative units; report to the Standing Committee of the Provincial Party Committee for approval. Implementation time: Before April 10, 2025; Develop a project to rearrange and reorganize commune-level administrative units (according to the Central Government's instructions). Completion time: Submit to the Standing Committee of the Provincial Party Committee before April 15, 2025; Organize to collect opinions from voters and people's councils on the Project to rearrange and reorganize commune-level administrative units (according to the Central's instructions). Implementation time: According to the Central's instructions... Complete and submit the Project to rearrange and reorganize commune-level administrative units of Binh Thuan province, report to the Ministry of Home Affairs for submission to the Government for consideration, and submit to the National Assembly Standing Committee. Implementation time is before May 10.
The arrangement of commune-level administrative units will be completed as planned, with the new administrative unit officially coming into operation from July 1, 2025.
At the same time, Binh Thuan has also developed a plan to arrange the organization, staff, and staffing, and resolve policies and regimes for officials and public employees when implementing the Project.
