Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 221/CD-TTg dated November 19, 2025 on focusing on prioritizing maintaining macroeconomic stability and promoting exports.
Telegram sent to Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally-run cities; Chairmen of State-owned Corporations and Groups, stating:
Since the beginning of 2025, the Government and the Prime Minister have issued many directive documents, and ministries, agencies and localities have made efforts to synchronously and effectively implement solutions to manage the macro economy, promote export activities, develop and expand markets.
In the first 10 months of 2025, the macro economy is stable, inflation is controlled, growth is promoted, major balances are ensured; the total import-export turnover of goods of the whole country reaches 762.4 billion USD, up 17.4% over the same period last year; of which exports reach 391.0 billion USD, up 16.2% and imports reach 371.4 billion USD, up 18.6%; the trade balance of goods has a surplus of 19.6 billion USD.
However, in the context of the complicated, unpredictable, difficult and challenging world situation with more opportunities and advantages, to further promote export activities to contribute to the realization of the economic growth target of over 8% in 2025 associated with maintaining macroeconomic stability, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities, Chairmen of State-owned corporations and groups to continue to resolutely, synchronously and effectively implement the Resolutions and Conclusions of the Central Committee, the Politburo, key leaders, the National Assembly, the Government and the direction of the Prime Minister; in which, focusing on implementing the following key tasks and solutions:
1. Ministries, agencies and localities
a) In the current new context, consistently implement the priority goal of maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy to create a favorable investment and business environment, promoting rapid and sustainable growth.
b) Harmoniously, reasonably and effectively combine monetary policy, fiscal policy and other macroeconomic policies to ensure inflation control according to the set target.

2. State Bank of Vietnam
a) Implement proactive, flexible, timely and effective monetary policies; further strengthen inspection, examination and strict control of credit flows into production and business, priority areas and growth drivers, in conjunction with ensuring credit quality and controlling bad debt.
b) Manage exchange rates and interest rates in accordance with market conditions, ensuring flexibility and efficiency, contributing to facilitating production and business and attracting investment.
3. Ministry of Industry and Trade:
a) Focus on implementing drastic solutions to strongly promote exports, especially at the end of the year and the beginning of the new year, to meet the increased consumer demand in the international market during Christmas and New Year holidays.
b) Strengthen trade promotion, diversify markets, diversify products, and diversify supply chains. Speed up negotiations and signing of bilateral and multilateral trade agreements with potential partners (such as GCC, Pakistan, Egypt, MERCOSUR, Algeria, etc.); continue negotiating reciprocal trade agreements with the United States under the direction of competent authorities.
c) Direct the foreign trade office system to increase support for Vietnamese enterprises; focus on supporting localities, industry associations, and enterprises to effectively exploit FTAs of which Vietnam is a member, including support in market information, trade promotion, connecting exporters, importers, and distributors in foreign markets, and promoting products and brands.
d) Promote activities connecting domestic enterprises with foreign-invested enterprises, encouraging domestic enterprises to participate in the supply chains of foreign-invested enterprises.
4. Ministry of Finance:
a) Continue to implement a reasonable, focused, and effective expansionary fiscal policy.
b) Review and develop export and import tax rates in accordance with the international and regional integration roadmap to create conditions to promote exports and develop domestic production.
c) Research and develop specific support plans for businesses affected by the US reciprocal tax policy; to be completed by November 2025.
d) Direct customs forces to coordinate with relevant units to manage and control the quality of goods during customs procedures, prevent the import of poor quality goods, goods that violate intellectual property rights, and goods with fraudulent origin...

5. Ministry of Agriculture and Environment:
a) Take the lead in resolutely implementing tasks and solutions assigned by the Prime Minister to combat IUU fishing, remove the "Yellow Card" warning, invest in fisheries infrastructure, and digitalize in the fisheries sector towards sustainable development of the fisheries industry.
b) Speed up negotiations on market opening and mutual recognition of food safety to help open the market for Vietnam's strong fruit and vegetable varieties.
c) Building geographical indications, product brands, granting codes for growing and farming areas, building a strict product traceability system; enhancing research, application of science and technology, innovation, and digital transformation in the agricultural sector.
6. Ministry of Foreign Affairs:
a) Promote economic diplomacy activities, expand markets, support businesses to promote exports, investment, and effective business in foreign markets.
b) Direct Vietnamese representative agencies abroad to promote connections with domestic localities, businesses and associations to promote goods exports.
c) Actively and flexibly advocate for each GCC member country to create consensus within the bloc, contributing to speeding up the negotiation progress of the Vietnam-GCC FTA.
7. The Ministries of Industry and Trade, Agriculture and Environment, and Foreign Affairs establish working groups to promote new markets (Middle East, Africa, Latin America, etc.), resolve problems with existing FTA agreements, and urgently negotiate and sign new FTAs in late 2025 and early 2026 (with Pakistan, Kuwait, the Middle East, Brazil, South America, Algeria, etc.).
8. Chairman of People's Committees of provinces and centrally run cities
a) Proactively grasp the existing problems, difficulties and obstacles in production and export activities of enterprises in the area to promptly have solutions to remove them and promote exports according to authority and legal regulations.
b) People's Committees of localities with agricultural products exported across the border regularly update information and situations from border provinces to advise farmers, production facilities, and enterprises processing and exporting agricultural products and fresh fruits in the area to proactively plan production, packaging, delivery, and export of goods to avoid congestion and other adverse impacts.
9. Corporations, State-owned corporations, and export enterprises : develop effective and flexible production and business plans, import and export in the last months of the year; increase the application of science and technology, build brands, improve product quality and competitiveness, meet export market requirements; focus on development activities, diversify markets, products, and supply chains.
10. Assign Deputy Prime Ministers, according to their assigned tasks, to inspect, direct and urge ministries, agencies and localities to implement this Official Dispatch.
11. The Government Office monitors and urges according to assigned functions and tasks; reports to competent authorities on issues beyond its authority./.
