Appraisal of urban and rural planning adjustment dossiers within no more than 20 days

In Decision No. 18/2025 of the Prime Minister, it is stipulated that the specialized agency for urban and rural planning under the People's Committee of the provincial level is the agency that appraises local adjustments to urban and rural planning.

Accordingly, the appraisal period shall not exceed 20 days from the date of receipt of a complete and valid dossier as prescribed. The Decision shall take effect from July 1, 2025.

Decision No. 18/2025 stipulates the procedures for approving local adjustments to urban and rural planning approved by the Prime Minister and organized by the Provincial People's Committee. In particular, the Provincial People's Committee is responsible for preparing local planning adjustment dossiers or decentralizing to specialized agencies and affiliated administrative organizations.

The specialized agency for urban and rural planning under the provincial People's Committee is the agency that appraises local adjustments to urban and rural planning. The appraisal period shall not exceed 20 days from the date of receipt of a complete and valid dossier as prescribed.

In this Decision, the Government assigns the task to the Provincial People's Committee to approve local adjustments to urban and rural planning after receiving written comments from the Ministry of Construction . The time for the Ministry of Construction to provide comments is no more than 15 days from the date of receiving a complete and valid dossier as prescribed.

The Decision also clearly states that all content of local adjustments to urban and rural planning must be publicly announced, except for content related to national defense, security, and state secrets.
