Implement Plan No. 515/KH-BCA-BNNMT dated August 31, 2025 of the Ministry of Public Security - Ministry of Agriculture and Environment on implementing the campaign to enrich and clean up the National Land Database (Plan No. 515), Plan No. 197/KH-UBND dated September 12, 2025 of the Provincial People's Committee on implementing the campaign to enrich and clean up the National Land Database in Thanh Hoa province (Plan No. 197).

After more than 02 months of implementation, through monitoring, the implementation results of the units are still low, at risk of not completing the tasks as directed by the Provincial People's Committee. As of November 21, 2025, the whole province has collected 881,690/1,136,185 land plots (reaching a rate of 77.6%); of which, 39,063 land plots have been synchronized to the national land database, ranking 29/34 nationwide in terms of the number of land plots synchronized to the national land database.

To speed up the progress and synchronously and effectively implement Plan No. 515 and Plan No. 197 in the province in the coming time, the Chairman of the Provincial People's Committee requested agencies, units, and Chairmen of People's Committees of communes and wards to focus on implementing the following tasks:

Establish 10 working groups directly to the People's Committees of communes and wards to coordinate, guide and implement the campaign to enrich and clean up the National Land Database (DB) in the locality. The working group members include members of the following units: Department of Agriculture and Environment, Provincial Police and mobilized units. Each working group performs tasks at 16 commune-level units until the end of the campaign.

The Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and closely coordinate with the Provincial Police and relevant units to assign officers to participate in the Working Group to perform the task; assigned officers will directly participate and be responsible for guiding the professional process in implementing the campaign to enrich and clean up the national database on land so that the People's Committees of communes and wards can collect information on certificates, CCCD/CC of land users and owners of assets attached to land.

-Directing the Provincial Land Registration Office:

+ Transfer land plot numbers with information that does not match the national population database after checking with C06, Ministry of Public Security to the People's Committees of communes and wards for collection or additional correction (to be completed before November 27, 2025).

+ Transfer land plot numbers after collection, scanning, and data entry with inaccurate or insufficient information to synchronize with the national land database so that the Land Registration Office branches and the People's Committees of communes and wards can make corrections and supplements (to be completed before November 27, 2025).

+ Continue to guide the People's Committees of communes and wards to collect, scan, and digitize according to the correct professional procedures; ensure the completion of assigned tasks on schedule.

- For land plots after being added and meeting the conditions for synchronization with the national land database, coordinate and immediately transfer them to Thanh Hoa Telecommunications ( VNPT ) for timely synchronization.

- Regularly review and re-check the equipment status of the land registration office branches to ensure they are fully equipped and in good working order to serve effective implementation.

A number of specific tasks have been assigned by the Chairman of the Provincial People's Committee to local departments, agencies and branches to mobilize the participation of the entire political system to accelerate progress and implement synchronously and effectively. See here.
