In recent years, Thanh Liem district has effectively implemented Resolution No. 23-NQ/TW, dated March 22, 2018 of the Politburo on orientations for building national industrial development policies to 2030, with a vision to 2045 (Resolution No. 23); Resolution No. 11-NQ/TU, dated September 15, 2021 of the Provincial Party Committee on promoting industrial development, focusing on high-tech industry, supporting industry, processing, manufacturing and services for industrial development towards modernity and sustainability in the period of 2021-2025, with a vision to 2030 (Resolution No. 11). Accordingly, the value of industrial and handicraft production in the district has achieved a fairly high growth rate over the years. In 2023 alone, the district's industrial and handicraft production value is estimated to reach VND 27,320 billion, an increase of over 15.4% compared to 2022.
To effectively implement Resolution No. 23 of the Politburo and Resolution No. 11 of the Provincial Party Committee, the People's Committee of Thanh Liem district has developed a plan with specific contents and implementation solutions based on local resources and infrastructure. Specifically, the district actively directs specialized departments and offices to mobilize resources to synchronously invest in technical and social infrastructure, especially the transportation system to facilitate travel and transportation of goods in the area. In particular, focusing on developing planned traffic infrastructure, creating regional linkages, linking types of transportation, linking industrial parks and clusters such as T4 road, T1 road, DT 495B; directing to accelerate the progress of site clearance for key projects; speeding up the progress of social infrastructure projects and services serving the operations of industrial parks and clusters.
At the same time, review and adjust the construction planning of Thanh Liem district to 2030, with a vision to 2050; review the project to adjust the general planning of communes to ensure consistency with the construction planning of the district, the provincial planning and related specialized planning projects to adjust the distribution of industrial space in accordance with the requirements of restructuring the industry and developing economic sectors in each region of the district in a concentrated direction, not evenly distributed according to administrative boundaries. The district coordinates with the Department of Planning and Investment to integrate the industrial cluster development plan in the district into the planning of Ha Nam province for the period 2021-2030, thereby continuing to maintain the status quo and keeping the area of Thanh Hai Industrial Cluster, withdrawing from the planning of Thanh Luu Industrial Cluster due to insufficient area according to regulations; newly establishing 2 industrial clusters: Thanh Liem I and Thanh Liem II with a total area of 145 hectares. Regarding industrial park (IP) development, in addition to Thanh Liem IP, the district also has 4 newly planned IPs including Thanh Liem I IP, Thanh Liem II IP, Thanh Liem III IP, Thanh Binh II IP with a total area of 990 hectares.

Implementing the Action Program No. 69-CTr/TU, dated December 6, 2022 of the Provincial Party Committee on continuing to promote industrialization and modernization of the country by 2030, with a vision to 2045, Thanh Liem District Party Committee has issued an implementation plan, in which it identifies the focus on industrial development with a focus on high-tech industry, supporting industry, processing and manufacturing, promoting the attraction of modern technology projects, manufacturing products with high added value associated with smart technology, automation, and environmental friendliness; strengthening connections, creating links and cooperation between enterprises in the district with foreign enterprises in the process of investment, production and business, gradually participating in the global value chain...
Discussing this content, Mr. Le Quang Son, Head of the Economic - Infrastructure Department of Thanh Liem district said: In order to create a favorable investment and business environment for industrial development, Thanh Liem district has coordinated with departments and branches to effectively implement the national and local industrial promotion programs to support enterprises in applying modern machinery in production and business to improve productivity and product quality; guide and encourage enterprises and craft villages to participate in trade promotion programs inside and outside the province to promote products, find partners, and expand consumption markets. Along with that, the district promotes administrative reform in the direction of simplification, "one-stop" connection to facilitate enterprises; effectively build and implement plans and projects for vocational training and human resource development of the district; Encourage and support industrial production enterprises to cooperate with vocational training facilities to train and improve the skills of technical workers, especially enterprises in the fields of electricity, electronics, information technology, high-tech mechanics, and automation.
According to statistics, Thanh Liem district currently has about 600 enterprises and industrial and handicraft production establishments in operation. In recent years, industrial production activities in the district have achieved many successes, contributing to shifting the economic structure towards rapidly increasing the proportion of industry. Up to now, the proportion of industry and handicraft accounts for about 68.5% of the district's economic structure. The average industrial growth rate of the district in the period of 2021-2023 reached 21.38%/year, exceeding the target set by the Resolution of the 30th District Party Congress of 15.1%/year. In 2023, the total industrial and handicraft production value of the district is estimated to reach 27,320 billion VND, an increase of over 15.4% compared to 2022 and an increase of nearly 148% compared to 2018. In particular, most of the district's key industrial products have achieved good growth over the years such as cement, clinker, lime, bricks, stones of all kinds, embroidery, industrial sewing, bricks, soft drinks, etc.
Mr. Le Anh Dung, Chairman of the Board of Directors of 199 Joint Stock Company (Thanh Ha Commune) said: Operating in the garment sector, in recent years, the company has faced many difficulties and challenges due to a sharp decrease in the scale and number of export orders. However, with many efforts in investing in technological innovation and proactively seeking new domestic partners to increase consumption in the domestic market, the company has maintained stable operations, achieving positive growth over the years. In recent years, the company has achieved a growth rate of 15-20%/year. In 2023 alone - the year the whole industry faced the biggest difficulty in terms of orders, the company still achieved a revenue of over 67.5 billion VND, creating regular jobs for about 150 workers with an average income of nearly 11 million VND/person/month.
In 2024, Thanh Liem district sets a target: The value of industrial and handicraft production in the area will reach 30,640 billion VND, an increase of 12.15% compared to 2023. To achieve the set target, in the coming time, Thanh Liem district will increase the mobilization of social resources to invest in developing traffic infrastructure, industrial park and cluster infrastructure; effectively implement mechanisms, policies, programs and projects of the Government, ministries, branches and the province to promote the development of supporting industries; strengthen the management of land funds for industrial development, improve the quality of operations of industrial parks and clusters in the area; do a good job of site clearance so that investment projects in the area can be implemented smoothly and come into operation soon; Promote trade promotion for key products and export-ready products, create favorable conditions for export enterprises in the district to access market information to expand consumption markets through export support funds and industrial promotion funds.
