Hue City leaders inspect social housing projects in the area

In his opening speech, the Prime Minister emphasized: Developing social housing is a major policy with profound humanity, contributing to ensuring social security, helping low-income people, the poor, workers, teachers, and soldiers in difficult areas have stable housing. The Prime Minister said that he had heard some localities say "there is no industry so there is no need for social housing" and affirmed that this was an incomplete viewpoint. "Social housing is not only for workers. It is also the need of many other vulnerable groups in society," said the Prime Minister.

According to the Ministry of Construction, to date, the country has planned 1,309 locations for social housing construction, with a total area of ​​nearly 10,000 hectares. There are 679 projects under implementation, with a scale of more than 623,000 apartments. In the first 5 months of 2025 alone, the country has completed more than 22,600 apartments and started 21 new projects.

Despite positive results, the implementation process still faces many obstacles, especially in administrative procedures. The Prime Minister emphasized that many projects are stalled because "institutions and processes are still complicated".

Resolution 201 is expected to untie this knot. In particular, many policies are applied for the first time such as: establishing the National Social Housing Fund; assigning projects without bidding; exempting construction permits; streamlining planning and appraisal procedures... helping to shorten implementation time by up to 350 days.

A notable point is that the resolution also expands the subjects eligible to rent social housing, including agencies and enterprises to arrange accommodation for officials, civil servants, workers, including foreign workers.

“Social housing cannot be located in remote areas with no land available. It must be located in places with adequate infrastructure for transportation, electricity, water, healthcare, and education,” the Prime Minister emphasized.

At the same time, ministries, branches and localities are required to immediately implement the resolution with the spirit of "6 clear": clear people, clear work, clear time, clear responsibility, clear authority, clear results. At the same time, urgently review assigned tasks, correctly evaluate the results of the first 5 months of the year and focus on completing the goal of developing social housing from now until the end of the year.
