The implementation of the Project on Tracing the Origin of Goods is still slow.

Questioning the Minister, delegate La Thanh Tan ( Hai Phong City delegation) said that the implementation of the Project on Tracing the Origin of Goods is still slow, there are no specific instructions, there is no database for tracing the origin... The delegate asked the Minister to tell the cause and solution to this problem?

Responding to the question of delegate La Thanh Tan, the Minister of Science and Technology said that the Project on Tracing the Origin of Goods was issued by the Prime Minister in 2009. The Ministry of Science and Technology has coordinated with ministries and branches to urgently deploy and develop 20 criteria on traceability, completing the investment in the information portal on traceability. The ministries and branches: Agriculture, Health, Industry and Trade have deployed the project, focusing on disseminating the content of traceability activities in the industry, building a traceability information system according to their authority.

However, the Minister also said that the Ministry is currently focusing on putting the Origin Tracing Portal into operation in the coming months to complete and put this Origin Tracing Portal into operation.

Minister Huynh Thanh Dat also stated that the Ministry has developed a Circular regulating the management of traceability of products and goods, and regulations on labeling some mandatory contents electronically to support traceability activities. The Ministry has also coordinated with the Ministry of Finance to issue a Circular on financial mechanisms to implement this project, and officially operate the Product and Goods Traceability Information Portal.

Speaking at the question and answer session, delegate Dieu Huynh Sang (Binh Phuoc delegation) said that the establishment of Funds in the field of science and technology is aimed at attracting investment resources from society for science and technology activities. However, in the past, these Funds have mainly operated entirely from the state budget. The delegate also said that the current regulations on the allocation, establishment and use of these Funds still have many shortcomings and lack of synchronization... The delegate suggested that the Minister should evaluate and clarify this issue to have better implementation solutions in the future.

Regarding this issue, the Minister said that there are still many difficulties and shortcomings in the financial mechanism for settlement of science and technology tasks as well as the spending mechanisms of science and technology funds. The Ministry of Science and Technology will receive comments and continue to study and amend with the Ministry of Finance to resolve them.

There are no statistics on investment expenditure for science and technology development in the locality.

At the question and answer session, many delegates also asked Minister Huynh Thanh Dat about the following issues: Such as: Investment expenditure for local science and technology development; development of science and technology market; policies to attract and promote talents in the field of technology...

Responding to questions from delegates about investment spending for science and technology development in localities, Minister Huynh Thanh Dat said that the exact figure is currently not determined. Therefore, it is necessary to amend current regulations to have a basis for formulating development policies in this field.

Regarding the development of the science and technology market, the Minister emphasized that there is still a lack of intermediary organizations to connect the supply and demand sides of technology. In addition, there are difficulties in implementing mechanisms and policies, which have not encouraged the transfer of science and technology into life.

Minister Huynh Thanh Dat stated that the Ministry of Science and Technology is currently implementing national science and technology programs to improve the research capacity of institutes and schools, the technology absorption capacity of enterprises, and enhance the capacity of national technology exchanges in depth.

At the same time, it is necessary to boldly grant ownership and the right to use research results to institutes, schools, and research organizations to encourage scientists to organize research transfer and apply research results into practice.

Regarding the policy of attracting and employing talents in the technology field, the Minister affirmed that the core point is to select and employ them according to their professional qualifications, without being bound by administrative regulations, conditions, and standards. At the same time, the initiative should be given to those doing research.

Regarding the establishment of innovation and startup support centers, according to the Minister, this is a new model, requiring time to review and evaluate the effectiveness of the national innovation center before continuing to replicate and establish it in other localities./.
