Removing difficulties to promote social housing development

Today, March 16, Prime Minister Pham Minh Chinh chaired a national online conference to remove difficulties and promote social housing development. Deputy Prime Minister Tran Hong Ha attended the conference. Vice Chairman of the Provincial People's Committee Hoang Nam attended the conference at the Quang Tri province bridge.

Implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030", up to now, 1,316 land plots with a scale of 8,611 hectares have been planned nationwide for social housing, an increase of 5,252 hectares compared to 2020.

According to the summary of reports from localities, 499 social housing projects have been implemented nationwide with a scale of 411,250 units, of which 72 projects have been completed with a scale of 38,128 units; 129 projects have started construction with a scale of 114,934 units.

After more than 1 year of implementing the project of 1 million social housing apartments, up to now, the set targets and progress of the projects have not met the requirements. The implementation process has encountered many difficulties and problems arising from both laws, policy mechanisms, capital sources and implementation organizations in localities from land planning, site clearance, and investment approval for social housing projects.

In Quang Tri province, currently the whole province has only 1 social housing investment project under implementation, no housing has been built yet, using enterprise capital and 20% land fund of the commercial housing construction investment project, expected to have about 142 units, equivalent to 19,880m2 ^{of floor} space.

There are no independent social housing projects in the province, in the form of apartment buildings. Housing development in the form of projects that have been formed as well as those that are being researched and surveyed, is mainly concentrated in Dong Ha City; other localities account for a very small number and are also in the research stage. The estimated social housing land fund in the province is about 144 hectares, basically meeting the land fund demand for social housing development in the period up to 2025 and the beginning of the period up to 2030.

At the conference, opinions from businesses, researchers and localities proposed solutions to remove difficulties and promote the development of social housing projects such as: designing simpler mechanisms and policies, developing according to the laws of the market economy ; the State must take care of and have support policies for people to buy, rent, and lease social housing to ensure fairness in access to housing; there should be policies to reduce bank interest rates for buyers and investors implementing social housing projects because currently the interest rate of the 120,000 billion VND social housing loan program is higher than some other loans from commercial banks...

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that the issuance of mechanisms, policies and the organization of implementation of policies to promote the development of social housing are all done by the staff, civil servants and public employees of state agencies, so wherever there are difficulties and problems, they must be addressed, no one should wait for anyone else.

All relevant entities must fulfill their responsibilities and capabilities, find the most suitable way to flexibly apply the law to implement the tradition of social ethics of sharing joys and sorrows, helping each other so that everyone has equal access to housing, and no one is left behind.

The viewpoint is that resources start from thinking, motivation comes from innovation, strength comes from the people, working together, adding wind to a storm, determined to well implement the goal of building at least 1 million social housing apartments.

In 2024, the whole country will be allocated 130,000 social housing apartments. Recently, the Government has submitted to the National Assembly 4 new draft laws on housing, real estate business, land and credit institutions' activities, thereby contributing to removing obstacles and overlaps in legal regulations on social housing construction.

Prime Minister Pham Minh Chinh requested central ministries, branches and local authorities to resolutely develop and complete social housing mechanisms and policies to implement them synchronously, resolving the bottleneck in social housing construction with the view that access to beautiful land must be reserved for production and business. Social housing construction must also ensure the same conditions as other housing projects, only differing in the policy mechanisms for buyers and sellers, thereby ensuring fair access to housing.

The State encourages the development of social housing according to market mechanisms, linked to the real estate market; flexibly and creatively applying policies for implementation. The State Bank is studying a credit package with interest rates reduced to about 3-5% to make it easier for home buyers to access loans to buy social housing.

Local Party committees must have resolutions to lead and direct the construction of social housing, and authorities at all levels must flexibly and creatively apply policies and mechanisms to promote the development of social housing to achieve the set goals.
