Why is the progress slow?
According to the report of the Provincial New Rural Development Program Coordination Office, by mid-May, the whole province had 78 communes meeting the new rural standards, 18 communes meeting the advanced new rural standards and 6 communes meeting the model new rural standards. In addition to the achieved results, many localities, although within the target, have not been able to complete enough criteria to be recognized according to the set plan.

Specifically, in Son Duong district, according to the plan in the 2024 plan, the whole district has 11 communes registered to reach the NTM, advanced NTM, and model NTM targets. However, by early May, only 3 communes including Binh Yen, Luong Thien, and Trung Yen had completed 19/19 criteria, completed the dossier, and were recognized by the Provincial People's Committee as meeting NTM standards according to the plan. The remaining 8 communes including Quyet Thang, Dong Loi, Tam Da, Dong Tho, Minh Thanh; Hong Son, Tan Trao, and Son Nam are behind schedule. According to the report of the Provincial Appraisal Council, in these communes, the Department of Construction has not yet assessed the indicator 9.1 under criterion 9 on Residential Housing and criterion 01 on Planning. Explaining the reason, the representative of the Department of Construction said that the current difficulty is that the rate of residential housing in localities meeting the standards is still low. In addition to the criteria for residential housing, some communes are still stuck with planning issues due to lack of approval.
While the communes of Son Duong district are behind schedule due to incomplete criteria, the communes of Da Vi (Na Hang) and Trung Ha (Chiem Hoa) have completed 19/19 criteria in the set of criteria for building new rural areas, but are slow in completing supporting documents to submit to the Appraisal Council for review and approval.
These are the target communes in 2024, some target communes in 2023 have not been able to reach the NTM standard. According to the report of the People's Committee of Ngoc Hoi commune (Chiem Hoa), the commune has completed 18/19 criteria, 1 criterion has not been met, which is planning. Thuong Lam commune (Lam Binh) strives to reach the advanced NTM standard from 2023, but has not been able to complete criterion number 9 on residential housing.
Determined to reach the finish line
Comrade Tran Hai Tuyen, Head of the Department of Rural Development and Quality Management (Department of Agriculture and Environment) said: In communes with slow progress in building new rural areas, they are facing difficulties in the criteria: Planning, Residential Housing or the final stage of building new rural areas is completing supporting documents. According to regulations, when the criteria are not sufficient, whether it is component criteria or documents, the consideration and recognition of meeting the standards for those communes cannot be carried out.
Son Duong militia supports working days, supports poor households to build new houses, ensuring the criteria of residential housing in building new rural areas.
At the meeting of the Provincial Appraisal Council to consider and recognize communes meeting the standards of New Rural Area, Advanced New Rural Area, and Model New Rural Area, which was held on May 7, Comrade Nguyen The Giang, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee requested: The revolution of streamlining the State apparatus and rearranging commune-level administrative units is entering a key stage. However, this should not affect the progress of building New Rural Area, localities need to urgently and synchronously implement solutions to speed up the progress, ensuring that the standards are met according to the set plan. For communes that have not completed the supporting documents, the Vice Chairman of the Provincial People's Committee requested that districts and cities urge localities to complete the documents to submit to the Appraisal Council for consideration in accordance with regulations; relevant departments and branches proactively evaluate the criteria in accordance with State regulations.
Comrade Pham Huu Tan, Vice Chairman of Son Duong District People's Committee affirmed: By mid-May, 397/397 poor households with housing difficulties had been supported to eliminate temporary and dilapidated houses. It is expected that in June, 100% of poor households in localities eligible for support will have houses that meet the 3-hard standards (hard foundation, hard wall, hard roof). With this result, the target communes will complete the criteria on Residential Housing, ensuring the completion of the New Rural Area according to the roadmap.
Comrade Le Quang Toan, Vice Chairman of Yen Son District People's Committee, said: In 2024, the district has Nhu Han commune striving to reach the advanced NTM finish line; Phuc Ninh commune achieving the model NTM standard. Currently, both communes have completed the criteria according to the set of criteria, the district is also urging the communes to quickly complete the supporting documents for the Provincial Council to appraise and recognize.
Comrade Pham Manh Duyet, Member of the Provincial Party Committee, Director of the Department of Agriculture and Environment - Standing Agency of the Steering Committee of the National Target Program on New Rural Construction of the province, said: The process of building new rural areas only has a starting point, not an ending point. In the coming period, the criteria will change in a higher direction, requiring localities to constantly make efforts, consolidate and improve the quality of the criteria that have met the standards to serve as a basis for evaluating and recognizing newly formed communes after the arrangement.
