Removing obstacles for Hoa Phat Dung Quat Steel Joint Stock Company's projects

(Baoquangngai.vn) - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Hoang Giang chaired a working session with Hoa Phat Dung Quat Steel Joint Stock Company to resolve problems related to projects invested by the company in Dung Quat Economic Zone.

The leader of Hoa Phat Dung Quat Steel Joint Stock Company said that the company is currently making efforts to implement many key projects in Dung Quat Economic Zone. These include the Hoa Phat Dung Quat 2 Iron and Steel Complex project; the Hoa Phat Dung Quat Railway Rail and Special Steel Production project as assigned by the Prime Minister and large-scale port projects to improve exploitation capacity and optimize the efficiency of land and water use. However, there are some obstacles and difficulties in the implementation process.

Leaders of Hoa Phat Dung Quat Steel Joint Stock Company proposed that the province resolve a number of problems related to projects invested by the company in Dung Quat Economic Zone.

Regarding the Hoa Phat Dung Quat Railway Rail and Special Steel Production Project, the Company proposes that the Provincial People's Committee unify the policy of assigning the Dung Quat Economic Zone Management Board and the provincial industrial parks to appraise and approve the investment policy, and at the same time approve the project investor on the basis of compliance with the provincial planning, the General Planning for Dung Quat Economic Zone Construction to 2045 and the Land Use Planning of Binh Son District 2025, to promptly issue a decision on the project investment policy before May 15, 2025. Directing to speed up the approval of the detailed planning 1/2000 of the industrial park east of Dung Quat Economic Zone; resolving problems regarding project implementation location, site clearance and handling of public assets.

Propose that provincial leaders direct departments and branches to actively complete the survey and investment design progress of the Tri Binh - Dung Quat railway line so that the province can promptly submit it to the Ministry of Construction to supplement the central government's medium-term public investment plan for the period 2026 - 2030.

In order to meet the relocation and site clearance for 6 projects of the company about to be implemented in Dung Quat Economic Zone, Hoa Phat Dung Quat Steel Joint Stock Company proposed that the province have a policy and arrange capital for resettlement infrastructure investment. The need to meet the relocation and site clearance includes about 3,550 resettlement lots on an area of ​​157.8 hectares and 14.6 hectares of cemetery land to relocate about 11,500 graves.

In addition, the company also proposed a number of difficulties in implementing the Hoa Phat Dung Quat 2 Iron and Steel Complex project, such as: Compensation and site clearance for the project; difficulties related to licensing mineral exploitation of the 22.2ha area of ​​the project; approval of design and storage of temporary storage areas for excess materials; difficulties related to the allocation of specialized seaport areas; marine space planning, etc.

After listening to the proposal of Hoa Phat Dung Quat Steel Joint Stock Company and the opinions of the delegates attending the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Hoang Giang highly appreciated the coordination of agencies and units in the province with enterprises in the past time, in order to remove obstacles and promote the progress of the implementation of the company's key projects in Dung Quat Economic Zone.

Regarding the Hoa Phat Dung Quat railway and special steel production project, Chairman of the Provincial People's Committee Nguyen Hoang Giang requested that Hoa Phat Dung Quat Steel Joint Stock Company fully absorb the opinions and discussions of the delegates; at the same time, submit a document to the Provincial People's Committee for consideration and resolution according to its authority or proactively seek guidance from relevant central agencies.

Dung Quat Economic Zone Management Board and provincial industrial parks, departments, branches and relevant local authorities need to closely follow the province's conclusions to effectively organize and implement them. Focus on resolving difficulties and ensuring project progress.
