On February 15, the National Assembly discussed in groups the draft Resolution of the National Assembly on piloting a number of policies to remove obstacles in science , technology and innovation activities.
Speaking at the discussion at the Can Tho National Assembly Delegation, Prime Minister Pham Minh Chinh affirmed that to develop quickly and sustainably, it is necessary to rely on science and technology, innovation, and digital transformation as objective requirements. Therefore, it is necessary to first remove institutional barriers and immediately resolve some difficulties and obstacles so that Resolution No. 57-NQ/TU can come into life; then amend related laws this year and next year.
Agreeing with the National Assembly delegates' opinion that the design policies in the draft Resolution need to be more specific and clear, Prime Minister Pham Minh Chinh said that, in addition to specific policies, it is necessary to add 5 special mechanisms.
Firstly, a special mechanism is needed for the development of science and technology infrastructure, innovation and digital transformation because the infrastructure in this field is currently very weak.
Second, a special mechanism is needed for management. For example, public investment - private management (the State invests in science and technology infrastructure, and assigns management to the private sector)...
Removing obstacles in science and technology activities and innovation
Third is a special mechanism for scientists and commercialized scientific works. In which, it is possible to decentralize and delegate power to provinces, cities, ministries, branches, and even to relevant entities; eliminate the request-grant mechanism, reduce administrative procedures for overall effective management.
Fourth, the draft Resolution of the National Assembly only mentions exemption of responsibility for policy makers, but the implementation stage is difficult and weak. Therefore, if there is no special mechanism to protect the implementers, it will lead to fear of responsibility, shirking responsibility, and unwillingness to do things.
Fifth, there must be a special mechanism to attract human resources, such as attracting human resources to develop private enterprises in science and technology; attracting human resources from outside to Vietnam, to Vietnam, contributing to promoting the development of science and technology through policies on taxes, fees, housing, land, visas, labor contracts, etc.
Deputy Prime Minister Nguyen Hoa Binh also affirmed that Resolution No. 57/NQ-TW has a particularly important significance; it is highly appreciated and creates excitement in the whole society because it addresses a very important and essential issue of social life, which is the issue of science and digital technology today.

This Resolution of the National Assembly cannot solve all the problems raised by Resolution 57 but is important in removing existing bottlenecks. The second, more fundamental step is that we must amend many related laws to facilitate the development of science and technology in the spirit of comprehensive consideration, discussing in a more fundamental, methodical, and strategic manner.
