(Chinhphu.vn) - The Ministry of Construction believes that if the current construction status of the Bien Hoa-Vung Tau Expressway component 2 project continues to be maintained, without changes and breakthroughs, the project will not be completed as planned.

The Ministry of Construction said that the Bien Hoa - Vung Tau Expressway component 2 project is scheduled to be completed by December 19, 2025, contributing to the completion of 3,000km of expressway as directed by the Government and Prime Minister.

With the strong direction and attention of competent authorities from the central to local levels, up to now, difficulties and obstacles in site clearance and material sources have been basically resolved, the project completion progress depends entirely on the construction organization of the contractors.

However, according to the report, the project progress is still slow, not meeting the committed plan due to a number of main reasons such as: the leadership has not paid adequate attention, given strong direction to arrange financial resources, and increased machinery and equipment for the construction site. The construction organization is still fragmented and unscientific ; not enough equipment and production lines have been mobilized to organize the construction of the roadbed and foundation, leading to continued accumulation of volume from previous months; not enough financial resources have been arranged to gather all materials to the construction site.

The Ministry of Construction stated: If the current construction status continues, without any changes or breakthroughs in the near future, the project will not be completed as planned.

Without changing the way of doing things, the project cannot be completed by the end of this year.

Faced with the above situation, the Ministry of Construction requested Project Management Board 85 to coordinate with the competent authorities of Dong Nai province to speed up site clearance work in October 2025; periodically announce material prices, machine prices, and construction price indexes to promptly adjust contract prices.

The investor shall base on the remaining volume, the contractor's commitments and the implementation plan as reported by the specialized management department to rebuild the detailed progress of each item by day and week of each contractor, along with the need for machinery, equipment and human resources, to ensure completion and put the main line of the project into operation on December 19, 2025.

The Project Management Board leaders must be directly at the site to direct the project management board, supervise and inspect consultants, and control daily output; organize meetings to review and evaluate weekly performance results; and require contractors to have immediate solutions to overcome slow work in the following week.

For contractors who cannot fix the problem, the workload must be transferred promptly to avoid affecting the project progress. Project Management Board 85 strictly controls and does not allow contractors to arbitrarily remove machinery and equipment from the construction site before completing the project.

The Ministry also noted that investors should direct the functional departments of relevant entities to increase personnel to carry out internal work, thoroughly handle existing problems in supplementing and creating designs, approving material prices, promptly accept, pay, and disburse completed work volumes, ensure cash flow for the construction site and disbursement progress, and not interrupt construction.

On the contractor side, the Ministry of Construction requires the arrangement of adequate means of transportation and material storage yards to gather and bring all earth materials, crushed stone aggregate, stone for cement-reinforced crushed stone aggregate (CTB) and stone for asphalt concrete to the construction site according to the plan to organize the construction of the road surface foundation and base.

Some units with large remaining volume of construction work on embankment, crushed stone and asphalt concrete such as: Construction Corporation No. 1, Vinaconex, Newsun Bridge and Road Joint Stock Company, Central Construction Group Joint Stock Company, T&T Transport Construction Trading Service Co., Ltd. need to mobilize additional equipment and production lines to immediately organize construction.

In addition, contractors who meet the plan well such as: Truong Son Construction Corporation, Truong Long Joint Stock Company, Dacinco Construction Investment Company Limited... when required need to take back part of the volume of some units behind schedule, as well as share and support human resources and equipment with other contractors to ensure the overall progress of the project.

Resolutely direct the construction organization at the construction site

The Ministry of Construction also requested that the leaders of contractors pay due attention, directly inspect the construction site, assign construction management staff at the construction site and resolutely urge and direct the organization of construction work.

The supervision consultant is assigned to add additional personnel to ensure the supervision work is carried out according to the provisions of the contract; closely monitor the mobilization of human resources, machinery, equipment, input materials, and the contractor's construction organization according to the committed plan; strictly control the quality of the project to ensure compliance with the design documents; and carry out the acceptance and payment work quickly and in accordance with the correct order and procedures.

Design consultants strictly perform supervision responsibilities and promptly appear at the site to handle any adjustments, additions, or items arising during the construction process as required.

The Department of Economics - Construction Investment Management assigned leaders in charge of the project to regularly monitor the site, arrange staff at the site to assess the implementation status of the investor and other entities, promptly handle arising issues during the implementation process, advise the Ministry on matters beyond its authority, ensure the completion of the project as planned; proactively request Project Management Board 85 to handle contractors behind schedule.

The State Appraisal Department of Construction Quality periodically inspects the construction status and quality management of the project. In particular, it is important to check the quality management records and related legal procedures, closely coordinate with independent inspection consultants in the inspection work to serve the assessment of construction quality, and ensure that all conditions are met to accept the completion of the project's main line and put it into operation on December 19, 2025.
