Mr. Kien completed the procedure "Resolving one-time social insurance benefits for employees participating in compulsory social insurance after one year of leaving work, and voluntary social insurance participants who do not continue to pay social insurance after one year but have not paid social insurance for 20 years" and sent it to District 1 Social Insurance via the Public Service Portal of Vietnam Social Insurance.
The system recorded "Received application" but Mr. Kien waited for more than 15 days but still did not receive the result. Mr. Kien reported to Vietnam Social Security and requested District 1 Social Security to process the procedure within the prescribed time limit.

Based on Mr. Kien's reflection, Vietnam Social Security has conducted a review and said: "Based on the guidance of Ho Chi Minh City Social Security in Official Dispatch No. 2650/BHXH, the application for one-time social security benefits requires the applicant to come directly to the Social Security agency to submit the application, verify personal information, take a photo for confirmation, and take fingerprints...".
Therefore, District 1 Social Insurance agency contacted and instructed Mr. Kien to go directly to the Social Insurance agency to submit the application.
On September 26, Ho Chi Minh City Social Insurance also issued Notice No. 7179/TB-BHXH on promulgating and adjusting the process of handling one-time social insurance benefit applications under the one-stop mechanism.
Accordingly, the method of submitting documents for this procedure is that employees who request to receive one-time social insurance benefits submit documents to Thu Duc City Social Insurance or District Social Insurance.
There are two ways to submit documents: Submit directly to the Social Security agency and submit via public postal service.
Within 5 working days from the date of receiving the application, the Social Security agency will process it for the people.
According to the above announcement, the purpose of this procedure is to process one-time social insurance benefit applications for employees with requests in 5 cases.
The first is to resolve the one-time social insurance payment for cases of reaching the retirement age according to regulations but not having paid social insurance for 20 years or not having paid compulsory social insurance for 15 years in case of female workers who are full-time or part-time workers in communes, wards, and towns and do not continue to participate in voluntary social insurance.
The second is to resolve one-time social insurance benefits for workers who go abroad to settle.
Third is to resolve one-time social insurance benefits for employees who are suffering from one of the life-threatening diseases; people with diseases or disabilities that reduce their working capacity by 81% or more and cannot control or perform daily personal activities without someone to monitor, assist, and take complete care of them.
Fourth is to resolve one-time social insurance benefits for employees participating in compulsory social insurance after one year of unemployment, and voluntary social insurance participants who do not continue to pay social insurance after one year but have not yet paid 20 years of social insurance.
The fifth is to resolve one-time social insurance benefits for demobilized, discharged, or quit employees.
