Will teachers' salaries increase or decrease when adding special coefficients and removing seniority allowances?

(Dan Tri) - Teachers' salaries are expected to increase 1.15-1.3 times according to the proposal on special coefficients. However, the removal of seniority allowance after salary reform makes many people ask: is income really increasing or decreasing?

Young teachers benefit from special coefficients

The draft Decree regulating salary policy and allowance regime for teachers proposes a special salary coefficient of 1.25 for preschool teachers and 1.15 for teachers of the remaining levels.

Teachers teaching at schools, classes for the disabled, centers supporting the development of inclusive education , and boarding schools in border areas will receive an additional 0.05 compared to the prescribed rate. That is, a preschool teacher teaching at a specialized school will receive the highest special coefficient of 1.3.

If the draft is passed, teachers' salaries will increase 1.15-1.3 times compared to present.

However, plans to abolish seniority allowances have many teachers worried that their actual total income will decrease instead of increase.

According to Resolution 27 of 2018 on salary policy reform, when applying the new salary scale, seniority allowances - including seniority allowances for teachers - will be abolished (except for the military, police, and cryptography).

The 2025 Law on Teachers, effective from January 1, 2026, stipulates that teachers will continue to receive seniority allowances until salary reform is fully implemented.

So, in the short term, teachers still receive seniority allowances. But when the salary reform is officially implemented, this allowance will no longer exist.

Currently, the seniority allowance for teachers is calculated according to Decree 77 of 2021. After every 5 years of work, teachers receive a 5% seniority allowance. From the 6th year onwards, each year increases by 1%.

For example, a primary school teacher with 21 years of service will receive a seniority allowance of 20% of his salary. Meanwhile, the special coefficient only helps teachers increase their salary by 15%.

This means that young teachers will have increased income. However, veteran teachers will not have their total income reduced because the preferential allowance for their profession will increase sharply according to the new regulations.

Increase preferential allowances for jobs, increase beneficiaries of other allowances

According to Resolution 71-NQ/TW, teachers' preferential allowances are increased to 70% for preschool and primary school teachers, and 100% for teachers in particularly difficult areas, border areas, islands, and ethnic minority areas. School staff also enjoy preferential allowances of up to 30%.

Currently, the preferential allowance for teachers only fluctuates between 25-50%.

In addition to preferential vocational allowances, the new draft Decree also stipulates a series of special allowance policies for teachers, in which the beneficiaries of allowances are much more extensive than current regulations.

Specifically, job responsibility allowance is calculated additionally for team leaders, deputy team leaders, key teachers, inclusive or specialized teachers for people with disabilities in normal schools... at a rate of 0.1-0.3 times the base salary.

Mobility allowance is calculated additionally for teachers on secondment, teaching in multiple schools or having to move between multiple schools at a rate of 0.2 times the base salary.

The allowance for heavy, toxic, and dangerous work is extended to teachers who teach practice or theory and practice in toxic, high-pressure, noisy, or chemical environments... at a rate of 0.1-0.4 times the base salary.

With this new allowance structure, young teachers, teachers in difficult areas, teachers of practical or specialized vocational training will benefit the most. The group of long-time teachers will also not have their total income reduced even if the seniority allowance is abolished thanks to the sharp increase in the preferential vocational allowance, and can also enjoy other special allowances.

The new salary and allowance policy is expected to be a breakthrough to create career motivation and raise the status of teachers in society.
