Accordingly, recently, the Ho Chi Minh City Social Insurance agency has recorded many cases where individuals have exploited the forgery of documents, invitations, seals, and signatures of agency leaders to commit fraud, steal personal information, and seize assets from citizens. Notably, some forged documents are sophisticatedly designed, using fonts, layouts, and red seals similar to genuine administrative documents of the Social Insurance agency, making it easy for people to be misled.
Recently, fake "invitation letters" bearing forged red stamps and signatures of Social Security leaders have reappeared. The documents cite "Decree 164, 188-2025" and invite individuals to the Social Security office to "receive support for health insurance contributions and a 50% reimbursement of medical expenses due to the impact of Typhoon Yagi." These fake "invitation letters" also request individuals to bring their chip-based citizen identification cards, health insurance records, and provide a " Ministry of Health portal record code." This is a clear indication of illegal personal data collection. Furthermore, the use of forged documents to deceive people lulls them into a false sense of security.

The Ho Chi Minh City Social Insurance agency affirms that it does not issue any invitations in the manner described above. The agency also does not request personal information from citizens via unknown phone numbers.
The Ho Chi Minh City Social Insurance Agency (BHXH TPHCM) advises citizens to absolutely not provide personal data to any individual or organization of unknown origin or impersonating BHXH. When receiving documents bearing the name and seal of BHXH TPHCM, carefully check the administrative information, legal basis, and compare it with the official BHXH TPHCM website at https://tphcm.baohiemxahoi.gov.vn.
