According to the draft Law amending and supplementing a number of articles of the Law on Education recently announced by the Ministry of Education and Training (MOET), one of the notable changes is that the authority to grant high school graduation certificates is assigned to the school principal, instead of the director of the Department of Education and Training as it is currently.
This is to implement the policy of decentralization and delegation of authority, in compliance with the principle of "where training is provided, where degrees are granted". The draft also stipulates that students who complete the secondary school program will have their secondary school transcripts confirmed by the school principal.
The Ministry of Education and Training believes that this adjustment is in line with the policy of organizing two-level local government and in line with the goal of universalizingeducation , the current international trend. Many developed countries no longer issue junior high school diplomas but use the principal's confirmation of the learning results in the lower grades to consider studying at higher levels or to stream students.
In addition, the draft law decentralizes the management of preschool, primary and secondary education facilities to the chairmen of the People's Committees at the commune level when implementing two-level local government. High schools or general schools with multiple levels of education are under the management of the Department of Education and Training, except for schools under the authority of the Minister of Education and Training.
The draft also amends and supplements the content on the national education system in the direction of clearly defining the levels of education of the national education system including: preschool education, general education, vocational education and university education.
The new point in this regulation is to add vocational secondary school as an educational level; there is no secondary school (transferred to vocational secondary school, which is a program integrating high school knowledge); no secondary school diploma is granted (replaced by vocational secondary school diploma).
