Up to now, many universities and research institutes have proactively built incubator models, startup support centers and implemented projects associated with innovation practices.
Building a startup ecosystem in schools
According to the report of the Ministry of Education and Training , currently, more than 200 universities, research institutes and nearly 300 educational institutions have organized and implemented start-up and innovation activities. Many start-up ideas of students have been implemented in practice, initially recording positive effects in the community.
One of the typical models is the Startup Ecosystem at Phenikaa University. Implementing Decision No. 1665/QD-TTg dated October 30, 2017 of the Prime Minister approving the Project "Supporting students to start a business until 2025" (Project 1665), Phenikaa University has deployed a series of practical activities to spread the entrepreneurial spirit throughout the school and expand connections with othereducational institutions.
Associate Professor, Dr. Nguyen Phu Khanh, Vice President of Phenikaa University said: The school focuses on communication work to raise awareness about startups, creating conditions for students to proactively access the startup support system inside and outside the school. The startup support model for students at Phenikaa University is well-built, not only focusing on skills and knowledge, but also nurturing the spirit of daring to think, daring to do, promoting innovation from the root of thinking.
In the 2022-2024 period, the school has more than 5,000 students participating in innovation activities, 97 students were awarded, with the support and advice of 269 lecturers and 42 entrepreneurs. Many typical projects have achieved initial success such as PKA Green Device - a smart waste treatment solution that entered the top 10 of an international competition organized by the US Embassy; the Science Experiment Kit project quickly demonstrated its commercial potential when it reached a revenue of more than 100 million VND in November 2024 alone, with more than 1,000 orders sold through e-commerce platforms...
These results are clear evidence of the effectiveness of forming innovative startup models right in schools.
Start-up and innovation activities are also actively implemented by the University of Transport Technology with many specific solutions to promote the entrepreneurial spirit among students, closely linking training and practice.
Dr. Dinh Quang Toan, Director of the Institute of Innovation and Digital Economy of the school, said: The school organizes seminars, talks, and intensive training courses on entrepreneurial thinking, business models, capital raising, etc., and integrates entrepreneurial content into the curriculum and extracurricular activities. Notably, the school has developed and included the topic "Creative Entrepreneurship" in the compulsory core subject of Soft Skills; implemented the subject of Science, Technology and Innovation, Digital Transformation and the Enterprise Semester Project.
In addition, the school cooperates with businesses and experts to organize more than 20 training courses on startup skills each year, and maintains the contest "Students of the University of Transport Technology with startup ideas" to encourage students to propose and realize innovative ideas.
To date, more than 50 startup ideas have been incubated at the school, including typical projects such as smart contract vehicle coordination application, internal delivery model using electric vehicles in smart cities, or digital transformation and artificial intelligence in smart transportation.
From the student startup support model of Phenikaa University to the practical experiences at the University of Transport Technology, it shows that each educational institution is proactive and creative in its approach and implementation of Project 1665, contributing to the formation of a sustainable startup ecosystem right in the school.
Removing barriers
In addition to the positive results achieved, according to Dr. Hoang Kim Toan, Center for Entrepreneurship and Innovation (Hue University), this activity at universities in Vietnam is still facing many challenges, which need to be frankly recognized and have appropriate solutions. One of the issues of concern is the imbalance between theory and practice in the training process.
Many entrepreneurship education programs still focus on imparting theoretical knowledge, while practical experience and skill practice activities are limited; students have few opportunities to apply knowledge to real-life situations. On the other hand, many universities still lack financial resources, facilities and experimental spaces for startups; and lack early-stage investment funds. This is also a major barrier that makes it difficult for students to realize their ideas.
The Ministry of Education and Training has been proactively proposing many practical solutions to overcome limitations and create more favorable conditions for innovative start-up activities in higher education institutions nationwide. The first important solution is to continue to improve policies to promote innovative start-ups, focusing on removing difficulties in investment procedures, appraisal mechanisms, approval and implementation of start-up projects.
In addition, the Ministry of Education and Training also researched and issued a number of specific mechanisms to support the implementation and development of start-up projects incubated by universities and vocational training institutions, especially in localities with particularly difficult socio-economic conditions.
Notably, the Ministry will coordinate with the Bank for Social Policies to effectively implement preferential credit policies from the National Employment Fund and other credit sources. This will be an important resource to support young people, students, and university students in starting their own businesses, not only helping them create jobs for themselves but also contributing to spreading positive values to their families and communities.
According to Deputy Minister of Education and Training Nguyen Thi Kim Chi, entrepreneurship is not simply a career choice. It is the way each student learns to create the future with their own hands and minds. Implemented since 2017, Project 1665 has achieved many positive results. The content of entrepreneurship and innovation has been integrated into the training programs of many levels, especially universities and colleges.
Currently, more than 120 higher education institutions have included Entrepreneurship in their training programs, either as a compulsory or elective course; more than 65% of localities have implemented plans to support entrepreneurship in high schools. Along with that, the policy framework is increasingly being improved, creating important breakthroughs and a solid legal corridor that will certainly continue to foster entrepreneurship activities in the education and training sector.
