The demand for preschool education is increasing in industrialized areas. Many places have flexibly applied various support methods for workers' children.

At the private nursery group Dream House (facility 3, Dai Dong commune, Bac Ninh province), Ms. Do Thi Huong, who has been in the profession for more than 20 years, still personally prepares each dinner porridge meal for the children who stay late.

The classroom is open 14 hours a day, welcoming children of workers in the area. Parents can work with peace of mind because "at Dream House, their children get good food, are well taken care of by the teachers, and are always waiting for them when they get off work." The private facility has been invested with more than 1.3 billion VND, with six well-trained teachers. Thanks to the support policy of Decree 105/2020/ND-CP of the Government and Resolution 05/2021/NQ-HDND of the People's Council of Bac Ninh province, Dream House receives a subsidy of 160,000 VND/month for each child of a worker and 800,000 VND/month for each teacher.

Phu Chan Kindergarten (Tu Son Ward, Bac Ninh) is a national standard school with three campuses and more than 70 staff members, teachers and employees. Having been a worker before becoming the school's principal, Ms. Nguyen Thu Han understands the worries of parents who have to work shifts sending their children to school, so the school does not refuse any children, even temporary residents.

Although the facilities are not really adequate, in return there is a spirit of initiative and creativity. In 2008, when information technology was still unfamiliar to this level of education, Ms. Han mobilized socialization to equip a computer room. Today, teachers of Phu Chan Kindergarten are not only proficient in PowerPoint and online teaching, but also have begun to apply AI in lesson preparation and child assessment.

At Dai Dong 2 Kindergarten (Dai Dong Commune, Bac Ninh Province) - a small public school in the middle of a bustling industrial area, the challenge is much greater. With an area of ​​just over 2,500m², less than half of the regulation, but every day this place still welcomes nearly 400 children, of which more than 30% are children of workers. The student turnover rate is high, some children only study for a few months and then follow their parents to change jobs. However, the school is always open, enrolling students all year round. "It's fun to have children come" - Principal Nguyen Thi Phuong shared. Over the past 19 years, she has witnessed Dai Dong transform from a rural village into a bustling urban area, and she has persisted in keeping her job, taking care of children in the midst of many hardships.

The period 2025-2035 is predicted to be a turning point for preschool education in Vietnam. After 7 years of implementing Decision 33/QD-TTg dated January 8, 2019 of the Prime Minister approving the Project "Training and fostering teachers and preschool education managers for the period 2018-2025" (referred to as Project 33), more than 257,000 teachers have been trained and fostered to improve their standards; 90.5% of preschool teachers have a college degree or higher; 88.2% have achieved a good level of professional standards or higher.

Resolution 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development affirms the fundamental role of preschool education in the national development structure, not only as an introductory level of education, but also as a starting point for social equity and quality of future human resources.

On October 14, 2025, the Prime Minister issued Decision 2270/QD-TTg approving the Program "Improving the quality of preschool education in urban areas and industrial parks for the period 2025-2035, with a vision to 2045". The program aims to ensure that all urban children are cared for and educated safely, meeting program requirements; 100% of children aged 6-36 months who are children of workers go to school and have access to a quality preschool education environment right in industrial parks.

By the end of 2024, the country had 447 established industrial parks. In those areas, there were more than 13,000 preschools, caring for about 1.8 million children, but only 21.5% of workers' children studied near their parents' workplace.

VSIP Hai Phong Industrial Park has more than 30,000 workers, of which 65% are female. The demand for childcare, especially for children under 36 months, always exceeds the capacity to meet. In Ho Chi Minh City, the public kindergarten system only meets about 15% of the childcare needs of workers, the rest depends on small private groups or sending children back to their hometowns to relatives. In Dong Nai, with more than 33 industrial parks, there are only about 6 kindergartens built by enterprises, a number too small for the needs of hundreds of thousands of female workers.

Faced with this situation, many localities have proactively changed direction. Ha Tinh issued a plan to develop preschool education until 2030, with a vision to 2045, prioritizing land expansion and upgrading schools in urban areas and industrial parks. Ho Chi Minh City increased tuition support for workers' children to VND240,000/month, higher than the central level of VND160,000. Bac Ninh exempted or reduced land rent, supported the construction of classrooms and equipment; and provided subsidies for children of workers and teachers at non-public facilities. The Vietnam General Confederation of Labor also implemented a project to support workers in caring for and raising children - the first program of the Trade Union on preschool education, aiming not only to build more schools, but also to raise the standards of private classes, ensuring safety and quality...

These policies, although still in their early stages, have shown a new, more proactive approach in creating an educational security system linked to economic development.
