To proactively respond to storms, the City People's Committee requests that the city's departments, branches, and sectors and the People's Committees of districts absolutely must not be subjective; fully prepare and be ready with the necessary conditions to promptly prevent, combat, and overcome the consequences caused by storms and heavy rains. Do not let the work of arranging and perfecting the political apparatus, arranging administrative units, and organizing two-level local governments affect the implementation of natural disaster prevention and control tasks.

Units need to closely monitor the storm's developments, strictly manage the activities of offshore vessels; organize counting and promptly notify vessel owners, aquaculture cage owners, ship captains, and boats operating at sea about the location, direction of movement, and developments of the storm to proactively avoid, escape, or not enter dangerous areas (updated in forecast bulletins). Focus on ensuring safety for vessels and vehicles operating at sea, including tourist boats.

Localities need to urgently review and proactively plan to evacuate people from areas at high risk of landslides, flash floods, and deep flooding to safe places. At the same time, ensure the safety of key works, unfinished works, industrial parks, urban areas, concentrated residential areas, and production activities in low-lying areas. Rescue forces and means must always be ready when required.

Strengthen measures to inform and disseminate information about storm developments to authorities at all levels, owners of vessels operating at sea and people, in order to raise vigilance, proactively prevent and promptly respond.

Strictly implement the 24/24 duty regime, closely monitor the weather and storm developments; be ready to deploy response plans for possible bad situations. Units promptly report to the Standing Agency for Natural Disaster Prevention and Control (Department of Agriculture and Environment), the Command Committee for Natural Disaster Prevention and Control, Search and Rescue and Civil Defense of the city.

The Department of Agriculture and Environment (Standing Agency for Natural Disaster Prevention and Control) is responsible for closely monitoring weather developments, proactively advising the City's Steering Committee for Natural Disaster Prevention and Control, Search and Rescue and Civil Defense, and the City People's Committee on direction and management to promptly respond to natural disaster situations.

Strengthen inspection of natural disaster prevention and control works, especially works under construction such as dikes; urge, guide and require investors to strictly implement measures to ensure safety for works according to regulations.

Regularly synthesize and update the implementation of natural disaster prevention and control work, promptly report to the City People's Committee and the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control)./.
