The entire city of Hai Phong has implemented the construction of 1,059 out of a total of 1,139 model new rural projects.

A model new rural road project in Vinh Hoa commune is progressing slowly, affecting the daily lives and transportation of local residents.

According to the Department of Agriculture and Environment of Hai Phong city, as of now, the entire city has implemented the construction of 1,059 out of 1,139 model new rural projects for 2024 in localities (reaching 93%), of which 232 projects have been completed. The average construction volume is estimated at over 60%.

However, the progress of implementing model new rural projects in 2024 in localities is still slow. For example, in Vinh Hoa commune, formerly Vinh Bao district, no model new rural transportation projects have been completed and put into use to date. In Vinh Thuan and Vinh Thinh communes, the number of completed projects put into use is still low...

Due to unfavorable weather conditions, periods of high material prices, and supply shortages, contractors faced significant financial difficulties. Some projects also experienced delays in completing land procedures, obtaining permits, and clearing the site, resulting in delayed construction.

In addition, some contractors win bids for multiple projects and works simultaneously, which means they may not be able to mobilize manpower and materials to organize the construction of the projects and ensure timely completion.

In order to accelerate the implementation of model new rural construction projects, in the coming time, the Department of Agriculture and Environment will continue to coordinate with localities to focus on urging the completion of model new rural construction projects, with a focus on transportation and school projects, striving to basically complete and put them into operation in the fourth quarter of 2025.

In implementing the model new rural development program in 2024, the entire city has a total of 1,139 projects, including 1,047 projects in the eastern communes of Hai Phong and 92 projects in the western communes of the city.
