Pilot program to support business households in digital transformation in Thai Nguyen

The Ministry of Science and Technology will coordinate with the Ministry of Industry and Trade, the People's Committee of Thai Nguyen province and digital technology enterprises and banks to implement a pilot plan to support stores and wholesale and retail businesses in Thai Nguyen to transform digitally.

The plan aims to support nearly 20,000 stores and businesses across the province to be surveyed, consulted, and supported in using digital platforms to improve productivity, optimize management, expand markets, and increase revenue. This model is the basis for replication and implementation nationwide in the next phase.

This plan is of special significance and is highly topical, in the context that the application of technology is a mandatory requirement for survival and development. According to the roadmap, from January 1, 2026, the traditional lump-sum tax policy for business households will be replaced by the method of declaring and calculating taxes based on actual revenue. This requires business households to switch to using electronic invoices and managing transactions with digital tools to comply with regulations and make operations transparent.

The pilot plan in Thai Nguyen is a timely “bridge” and “companion”, providing synchronous solutions and cost support, helping business households overcome this transformation challenge quickly, effectively and legally.

In 2024, the Ministry of Science and Technology and the Ministry of Industry and Trade signed a cooperation agreement to promote the Program to support businesses, stores, wholesale and retail business households to transform digitally until 2030. According to the plan, the two ministries will pilot the program in a number of localities before expanding the model. In 2025, the Ministry of Science and Technology, the Ministry of Industry and Trade and the People's Committee of Thai Nguyen province will coordinate to implement the Program to support stores and business households across the province.

According to the Coordination Plan signed between the Ministry of Science and Technology and the People's Committee of Thai Nguyen province, the program is built on the "three-party action" model: the State guides, creates a policy framework, supports communication and supervision; digital technology enterprises directly provide platforms, solutions, and technical services; people and business households are the center of the transformation process.

The objective of the Plan is to reduce the cost burden and investment risks for business households, by mobilizing digital technology enterprises to provide free basic service packages for the first 6 months, while applying preferential policies for advanced service packages and supporting free consultation and trials.

Technology corporations and companies such as VNPT, Viettel, MISA, Bkav, Sapo and BIDV bank will take charge of each deployment location across the province. Each enterprise not only provides a suitable platform (VNPT HKD, Tendoo, MISA eShop, AIBooks, Sapo Omnichannel, MyShop Pro) but also commits to 6 months of free support for sales management software packages, sales support, payment (issuing invoices from cash registers, online payments, etc.), tracking revenue, inventory, etc.; 5,000 free initial electronic invoices and support for at least 1 year for subsequent invoices; 6 months of free digital signature usage.

In particular, BIDV Bank will participate in supporting account opening, electronic payment instructions and digital invoices, contributing to promoting cashless payments and transparency in local business activities.

It is expected that on November 28, at the Thai Nguyen Provincial Cultural Center, the Ministry of Science and Technology will coordinate with the Ministry of Industry and Trade, the People's Committee of Thai Nguyen Province and digital technology enterprises and banks to organize a Conference to deploy the Plan to coordinate the pilot implementation to support stores and wholesale and retail businesses in digital transformation in Thai Nguyen Province.

After the Conference, there will be activities to implement the Plan and by the end of June 2026, Thai Nguyen is expected to complete the survey and assessment of the digital transformation level of nearly 20,000 households, organize more than 180 seminars, digital skills training courses and honor typical models, contributing to making the province a bright spot in digital transformation in the northern region.
