For this year's exam, the Ministry of Education and Training continues to organize online registration for candidates studying in grade 12 for the 2024-2025 school year, 100% of candidates register for the exam online.
During the exam registration days, the exam management system operated stably, the exam registration of candidates took place normally and smoothly, ensuring accurate exam database, contributing significantly to organizing the exam objectively and fairly.
Professor Chuong also informed that the Ministry of Education and Training has organized training for the inspection and examination staff for 850 people from 63 Departments of Education and Training and 119 higher education institutions (HEIs) nationwide and civil servants of the Departments and Bureaus under the Ministry of Education and Training.
Regarding the work of creating and printing, transporting, delivering, preserving and using exam papers in accordance with regulations to ensure confidentiality and safety.
The exam council established under the Decision of the Minister of Education and Training carried out its tasks as planned, and issued exam questions that met the requirements of the exam organization. At the beginning of the press conference, Deputy Minister Pham Ngoc Thuong affirmed that this year's exam is the first year following the 2018 General Education Program and takes place in a special context, with the arrangement of two-level local governments.
This year’s exam had a large number of candidates, increasing to nearly 100,000. The situation of using technological devices to cheat on exams was complicated, making the exam difficult. The two most difficult stages of the exam were creating the exam questions and organizing the exam nationwide.
The exam is big, happens quickly, has many participants, and inevitably there will be "this and that".
“At this point, whether the score is high or low, the candidates have completed the exam. Regardless of the exam results, there are still many university and college doors waiting for the candidates,” said Mr. Thuong.
On the morning of June 27, candidates taking the 2018 General Education Program took the optional exam. The two optional subjects are from high school subjects, including: Chemistry, Physics, Biology, Geography, History, Economic and Legal Education, Information Technology, Technology and Foreign Languages (English, German, Russian, Japanese, French, Chinese, Korean).
This is also the first time the graduation exam has 9 subjects in the same session. All are in the form of multiple choice with three types of questions: multiple choice, true/false, short answer.
Candidates taking the old program (2006) will take the Natural Science or Social Science exam.
According to statistics from the Ministry of Education and Training, nationwide, there are 1,155,577 candidates registered to take the exam for elective subjects/Natural Science or Social Science exams in the 2025 high school graduation exam. However, the number of candidates attending this exam was 1,147,269, reaching 99.28%. Thus, 8,308 candidates dropped out of this exam, including 4,459 candidates studying the 2018 General Education Program.
The Ministry of Education and Training said that in the 2025 high school graduation exam on the morning of June 27, 5 candidates nationwide violated exam regulations and were suspended.
Thus, up to this point, 20 candidates have been suspended from the 2025 high school graduation exam.

This year, the country has nearly 2,500 exam sites with more than 50,000 exam rooms, mobilizing about 200,000 officials, teachers, staff and functional forces. Because the exam follows both the old and new programs, localities focus on training exam invigilators because some regulations apply to the two groups differently.
This is also the first year that the Ministry forwards questions to localities via encrypted and secure transmission lines of the Government Cipher Committee.
