According to a source from Dan Tri reporter, among the three options that the Ministry of Education and Training (MOET) presented to the Government, the option of compulsory high school graduation exams in 2 subjects of math and literature combined with 2 elective subjects (2+2) among the subjects was chosen by most experts.
In particular, the Ministry of Education and Training sought opinions from 10 experts at a meeting jointly held by the Office of the National Council for Education and Human Resources Development and the Department of Quality Management on October 5.
As a result, six experts chose the option of two compulsory subjects, three opinions chose the option of three compulsory subjects, and one other opinion.

Based on these results, comments and core principles in the process of developing the exam plan, the Ministry of Education and Training recommends that the high school graduation exam from 2025 include two compulsory subjects and two optional subjects.
According to the Ministry of Education and Training, the 2+2 exam plan has the advantage of reducing exam pressure for students and actually reducing costs for students' families and society (candidates only take 4 subjects, currently 6 subjects). The number of exam sessions is 3, reducing the number of exam sessions compared to the present.
This option also does not cause an imbalance between the admission combinations, suitable for the students' career orientation. Create conditions for students to spend time studying the subjects of their choice that are suitable for their career orientation.
However, this option has the disadvantage of affecting the teaching and learning of History and foreign languages, two subjects that are currently compulsory.
In addition to option 2+2, there are two other options presented by the Ministry of Education and Training to the Government at the meeting on the morning of November 15.
Specifically, the exam plan includes three compulsory subjects (literature, math, foreign language) and two elective subjects (option 3+2).

The Ministry of Education and Training said that it had previously solicited public opinions on the above exam options. Of these, 73.59% chose the option of taking three compulsory subjects.
During the impact assessment process of selecting exam options in Ho Chi Minh City, Long An, Tay Ninh, Lang Son and Bac Giang, many opinions proposed choosing the 2+2 option with nearly 60% of votes in agreement.
Currently, the high school graduation exam is organized with 6 exams, including math, literature, foreign language, natural science (physics, chemistry, biology) or social science (history, geography, civic education).
As of May 17, there were a total of 25 emails in the suggestion box for the draft exam plan with a number of opinions and contents regarding the exam subjects, content, and format.
