High school graduation exam 2025 is 'very special' and has many new points, how to prepare?

At the training conference on inspection and examination of the 2025 high school graduation exam for departments of education and training and universities held on May 27, a representative of the Ministry of Education and Training assessed this as a 'very special exam'.

At the conference, Mr. Pham Ngoc Thuong - Deputy Minister of Education and Training - emphasized that the 2025 high school graduation exam is very special and has many new features.

Many special features

First special feature: this is the first time that a group of students studying the 2018 GeneralEducation Program will take the graduation exam. The second special feature is that there are two groups of students studying two programs taking the exam. Of these, 25,000 students are studying the 2006 education program (old program). These are the students who have completed the high school program in 2024 but have not yet graduated or have graduated but are retaking the exam to have the results to participate in the university entrance exam this year.

Because of this feature, the exam will have two types of questions for two groups of candidates. The regulations on the subjects and exams are also different. Candidates studying the 2006 General Education Program will take the exam in the same way as in 2024.

Students studying the high school program will take three independent exams: math, literature, foreign language and one of two combined exams (choose one of the two). Students studying the continuing education program will take two independent exams: math, literature and one of two combined exams.

Students studying the 2018 General Education Program will take four subjects, including math, literature, and two elective subjects from physics, chemistry, biology, information technology, technology, geography, history, economic education and law, and foreign languages. Compared to the previous exam, this year's exam has a sharp increase in the number of subjects and exam questions.

Allowing students studying the 2018 General Education Program to choose exam subjects is also a challenge for examination boards because they have to meet many different choices.

According to Mr. Huynh Van Chuong - Director of the Department of Quality Management (Ministry of Education and Training), if the candidate is a student studying the 2006 program, there will be 24 exam codes/exam room (with multiple choice tests), then if the candidate is a student studying the 2018 program, the number of exam codes printed will correspond to the number of candidates in each chosen subject.

There are also notable changes such as students studying the 2018 program are not allowed to bring geography atlases into the exam room during the optional subject exam, while students studying the 2006 program are still allowed to bring atlases into the exam room when taking the combined exam with geography as a component subject.

From arranging candidates in the examination room and waiting room to printing, preserving the exam papers, distributing the papers, and collecting the papers to clearly distinguish between the two groups of candidates are also issues that need to be thoroughly trained by the examination team.

Change of personnel participating in graduation exam

For many years now, the high school graduation exam has been assigned to the chairmen of the People's Committees of provinces and centrally-run cities to preside over and take full responsibility for everything from printing and copying exam papers, invigilation, grading, and inspection...

In previous years, the Ministry of Education and Training sent inspectors from the Ministry and inspectors mobilized from universities to coordinate with inspectors from the Department of Education and Training to inspect and check all stages of the exam. But this year, from June 1, the Ministry of Education and Training inspectors will be transferred to the Government Inspectorate , and the Department of Education and Training inspectors will be transferred to the provincial inspectorate.

Similarly, the security forces involved in supervising the exam also had changes in their apparatus according to the policy of streamlining, merging, and implementing a two-level model. Accordingly, there are no longer district-level police.

Speaking at the conference, Mr. Thuong said that the inspection and police forces are the core in supervising and ensuring the safety of the exam. Therefore, although there are transfers in the management apparatus, these forces still participate in performing their duties, closely coordinating with the national exam steering committee and the exam steering committees of provinces and cities.

Because the exam has special features and many disruptions, the leaders of the Ministry of Education and Training said that the training conference had to be held earlier. Previously, the exam plan was announced 18 months in advance, and the guiding documents related to the exam were also issued by the Ministry of Education and Training earlier than the previous exam.

The Ministry of Education and Training also advised the Prime Minister to issue two Prime Minister's dispatches on organizing the high school graduation exam with the spirit of not letting the arrangement of the management apparatus affect the organization of the exam.

Mr. Thuong especially reminded the Departments of Education and Training at the conference about the motto "4 rights" and "3 no's" that have been thoroughly implemented since the previous exam.

"4 rights" are: correct exam regulations and instructions; correct and complete procedures; correct assigned positions, responsibilities and tasks; right time to promptly handle unusual situations and incidents.

"3 no's" are: No negligence, subjectivity; no excessive stress, pressure; no arbitrarily handling unusual situations or incidents.

Online conference to deploy exam with localities expected on June 20

The Ministry of Education and Training has established inspection teams for the stages of exam preparation, invigilation and grading. Mr. Pham Ngoc Thuong also said that it is expected that around June 20, an online conference will be held to deploy the high school graduation exam with the local exam steering committees, with representatives of the Government attending and directing.
