Faced with a series of changes, what preparations has the Ministry of Education and Training made to organize a safe, serious exam that meets its set goals? On the sidelines of the 2025 High School Graduation Exam Training Conference held by the Ministry of Education and Training yesterday (May 27), Tien Phong Newspaper reporters spoke with Deputy Minister Pham Ngoc Thuong to clarify this story.
Sir, the 2025 high school graduation exam takes place right at the final stage of restructuring the apparatus. What initial reports has the Ministry of Education and Training received from localities after receiving the two directives from the Prime Minister ?
The 2025 high school graduation exam has many new features such as being organized for students according to the 2018 general education program, and organizing the exam for about 25,000 candidates according to the 2006 education program. In particular, this year's exam takes place in the context of the arrangement of 2-level local governments, the inspection of ministries and departments, and the inspection of departments being arranged to the Government Inspectorate ... These factors all affect the exam.
The Government has consecutively issued two telegrams directing the Ministry of Education and Training, ministries, branches, and especially the People's Committees of provinces and cities to prepare for the graduation exam carefully and thoroughly, and not let the arrangement affect the exam. Up to this point, the Ministry of Education and Training has assessed that localities are very proactive, with proactive plans to arrange the exam organization stages. The Ministry of Education and Training has not received any feedback on difficulties and problems from localities.
What instructions and information has the Ministry of Education and Training given to help us fulfill our responsibilities in the upcoming exam?
The Party Committee of the Ministry of Education and Training has sent a document to the Secretaries of the Provincial Party Committees of localities requesting the Provincial People's Committees to strengthen their responsibilities according to the Prime Minister's directives and telegrams, as well as the requirements of the Ministry of Education and Training. The Ministry has established inspection teams to inspect the preparation for the exam in localities from June 1-16 and from June 18-20 to organize online conferences of the national steering committee and the provincial and municipal steering committees.
In the telegram, the Prime Minister's directive and the direction of the Ministry of Education and Training all affirm that the Chairman of the Provincial/City People's Committee is responsible for organizing the exam in the area with a comprehensive motto, with 5 clear - clear people, clear work, clear time, clear products, clear results, not leaving any content unchecked and supervised with one requirement: organizing the exam safely, seriously, in accordance with regulations and creating the most favorable conditions for candidates to participate in the exam.
With the characteristics of this year's high school graduation exam, what should the Ministry of Education and Training advise localities about the new and different points compared to 2024?
This year's exam is organized according to the 2018 general education program with the 2 + 2 plan (two compulsory subjects: Math and Literature; 2 optional subjects). The third exam session is an optional test with 2 subjects/candidate. Each subject has a different time frame (shift), 2 shifts are 15 minutes apart. This year, each subject has 48 test codes (double the previous year), 24 test codes for shift 1, 24 test codes for shift 2.
For example, in the examination council, for the Physics exam, in room 3, candidates will do the first shift, but in room 2, they will do the second shift. Therefore, the 24 Physics exam codes in room 3 will be different from the 24 exam codes in room 2. The purpose is to minimize cheating. Between the 2 shifts, candidates will have a 15-minute break. These changes have been tested by the Ministry of Education and Training in many provinces/cities across the country. The results show that localities organize well, reduce pressure on candidates, and ensure the results of high school graduation exams and university admissions.

From the pilot implementation, what experience did the Ministry draw for the locality when organizing the third exam session, sir?
The Ministry has conducted a pilot survey in large cities and provinces, provided professional training, and learned from professional experience. The 15-minute break is completely sufficient for supervisors and candidates to prepare for the second exam session in the best way. We assess that eliminating one exam session has reduced a lot of time, pressure, and costs for candidates while still ensuring professionalism. Through the trial of candidates taking the third exam session, the Ministry has promptly adjusted professional skills, ensuring that when the exam comes, localities will perform their exam supervision duties well.
Leave no gaps in inspection and examination.
Regarding exam safety, what instructions and guidance does the Ministry of Education and Training have for exam supervisors and exam councils, sir?
Ensuring exam safety and security is still a top priority. The Ministry of Education and Training has proactively coordinated with the Ministry of Public Security's professional departments to provide training on these contents, especially on the use of high technology and artificial intelligence for cheating. The Ministry's motto is prevention, and places where cheating is likely to occur and exam rooms are thoroughly checked and inspected.
With only 1 month left until the high school graduation exam, can you tell us how the upcoming tasks of the Ministry of Education and Training will be implemented?
The Ministry has proactively grasped the situation and strengthened direction in localities: established 4-5 inspection teams in 63 provinces and cities led by leaders of the Ministry, 10 specialized inspection teams led by units of the Ministry to inspect and grasp the situation and promptly remove obstacles. The Ministry has been directing high schools to consolidate knowledge review so that students can enter the exam with a comfortable and confident mindset. Deputy Prime Minister Le Thanh Long will lead an inspection team to inspect exam preparation work in a number of provinces and cities.

You once said that there should be no blank spots in the inspection work. How should this be understood specifically?
The Inspectorate of the Ministry of Education and Training has decided to transfer to the Government Inspectorate by June 30. However, during the high school graduation exam, the inspection team from the Government to the provincial level still has to perform the monitoring function. Specifically, the Government's dispatch 58 clearly states that the People's Committee of the province/city directs the inspection plan for the exam. The Ministry of Education and Training still proactively uses the inspection team as in previous years to perform the key monitoring task.
In the training of exam inspectors, the Ministry of Education and Training pays special attention to the motto "4 rights" and "3 no's". In which "4 rights": correct exam regulations and instructions; correct and sufficient procedures; correct assigned positions, responsibilities and tasks; correct timing to promptly handle unusual situations and incidents. "3 no's": no negligence, subjectivity; no excessive stress and pressure; no arbitrarily handling unusual situations and incidents. Along with "4 rights" and "3 no's" are "2 reinforcements" - enhancing the sense of responsibility and professional qualifications of officials participating in organizing the exam; enhancing the spirit of self-awareness and proper implementation of the Regulations.
The difference of this year's exam
Professor Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training) noted the special differences of this year's exam, including the fact that candidates taking the 2006 General Education Program can use Atlas and candidates taking the 2018 General Education Program cannot. Professor Huynh Van Chuong shared that there is only 1 month left until the 2025 High School Graduation Exam. Preparations are gradually moving towards the final stages, including the completion of the industry database. At this time, if any candidates still have incorrect information, they will still be given maximum conditions to complete the exam room arrangement data on June 11.
Timelines to remember: from June 1-6, organize a synchronous review of learning results from the industry database; from June 11, complete registration numbering and exam room arrangement; from June 26-27, organize the exam nationwide; on July 13, compare exam result data and at exactly 8:00 a.m. on July 16, announce exam results to candidates .
