Under the chairmanship of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly discussed the following contents:
(1) Evaluation of the implementation results of the 2025 socio- economic development plan; projected socio-economic development plan for 2026.
(2) Results of implementing the National Assembly's resolutions on the 5-year plan for the 2021-2025 period: socio-economic development; economic restructuring.
(3) Report of the Government, Chief Justice of the Supreme People's Court, and Chief Prosecutor of the Supreme People's Procuracy on the issuance of documents adjusting contents under the authority of the National Assembly to handle issues arising in the implementation of state apparatus organization arrangement, promoting decentralization, delegation of powers and removing obstacles due to legal provisions (according to the provisions of the Law on Organization of the Government, the Law on Organization of Local Government, Resolution No. 190/2025/QH15 of the National Assembly regulating the handling of a number of issues related to state apparatus organization arrangement, Resolution No. 206/2025/QH15 of the National Assembly on special mechanisms for handling difficulties and obstacles due to legal provisions).
(4) Reports of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee in 2025.
At the discussion session, 56 delegates spoke and 2 delegates debated, with specific content as follows:
- Regarding the assessment of the results of the implementation of the 2025 socio-economic development plan; the projected 2026 socio-economic development plan: Delegates' opinions basically agreed with the Government's Report and the Verification Report of the National Assembly's Economic and Financial Committee.
Focusing on analyzing and clarifying the results achieved in implementing the 2025 socio-economic development plan, such as: stabilizing the macro economy, controlling inflation, promoting growth; disbursing public investment capital; developing import-export markets; operating two-level local governments; ensuring social security and people's lives; At the same time, opinions of National Assembly deputies emphasized that although the world economy fluctuated and was affected by natural disasters and epidemics, Vietnam still achieved many positive results: 15/15 important economic indicators met and exceeded the plan; impressive economic growth, maintained macroeconomic stability, good inflation control, expected GDP in 2025 to reach 8%; many areas such as infrastructure investment, institutional reform, digital transformation, innovation achieved positive results.
In addition, delegates also pointed out the limitations and challenges in the management and implementation of the socio-economic development plan and proposed and recommended many key and breakthrough tasks and solutions to achieve the goals and targets of double-digit GDP growth, rapid and sustainable socio-economic development associated with green transformation, innovation, digital transformation, improving labor productivity and competitiveness of the economy in 2026 and the following years.
- Regarding the results of implementing the National Assembly's resolutions on the 5-year plan for the 2021-2025 period: socio-economic development; economic restructuring: Delegates' opinions assessed that this is a term with many bright spots, maintaining political stability, strongly developing transport infrastructure, the State economy plays a leading role and creates an important premise for national development; especially GDP increased from 346 billion USD to 510 billion USD, bringing Vietnam into the top 32 in the world, demonstrating the correct leadership of the Party and the drastic management of the Government.
In addition, delegates focused on assessing the level of completion of key targets and the effectiveness of the economic restructuring process associated with growth model innovation; analyzed limitations in restructuring public investment, state-owned enterprises, and banking and finance; and proposed and recommended many solutions to ensure sustainable socio-economic development in the 2026-2030 period.
- Regarding the report of the Government, the Chief Justice of the Supreme People's Court, and the Chief Prosecutor of the Supreme People's Procuracy on the issuance of documents adjusting the contents under the authority of the National Assembly to handle issues arising in the implementation of the reorganization of the state apparatus, promoting decentralization and delegation of powers and removing obstacles due to legal provisions: Delegates' opinions focused on assessing the consistency and unity of the legal system, clarifying the obstacles in the implementation of Resolution No. 190/2025/QH15 of the National Assembly on handling a number of issues related to the reorganization of the state apparatus, Resolution No. 206/2025/QH15 of the National Assembly on the special mechanism for handling difficulties and obstacles due to legal provisions. In addition, delegates proposed and recommended many solutions to improve the process of issuing documents; strengthen accountability and control of power in management and administration.
- Regarding the report of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee in 2025: Delegates' opinions assessed that the Government, the Supreme People's Court, and the Supreme People's Procuracy have made efforts, are responsible, and determined, closely following the requirements of the Party and the National Assembly, innovating implementation methods, promoting advantages and overcoming shortcomings and limitations, synchronously implementing many solutions to perfect institutions, improve the quality and effectiveness of law-making and law enforcement; at the same time, recommending and proposing many solutions to improve the effectiveness and efficiency of law enforcement and ensuring unity and discipline, meeting the requirements of national governance in the new period.
During the discussion, Deputy Prime Minister Pham Thi Thanh Tra; Minister of Culture, Sports and Tourism Nguyen Van Hung; Minister of Agriculture and Environment Tran Duc Thang spoke to explain and clarify a number of issues raised by National Assembly deputies.
