Agree on the plan to merge the Department of Culture, Sports and Tourism of the two provinces of Bac Giang and Bac Ninh

Pursuant to Project No. 152/DA-UBND, dated April 26, 2025 of the People's Committee of Bac Giang province submitted to the Government on the arrangement and merger of Bac Ninh province and Bac Giang province, the Department of Culture, Sports and Tourism of Bac Giang and Bac Ninh agreed to develop a Project to merge the two departments to establish the Department of Culture, Sports and Tourism of Bac Ninh (new).

Currently, the operating apparatus of the Department of Culture, Sports and Tourism of Bac Giang consists of a director and 4 deputy directors; 8 departments and 6 public service units under the department with 277 civil servants and public employees; 15 labor contracts under Decree 111 and 33 labor contracts to support services. The operating apparatus of the Department of Culture, Sports and Tourism of Bac Ninh consists of a director and 5 deputy directors; 6 departments and 4 units under the department. The total number of civil servants, public employees and workers is 236 people.

According to the project, after merging the two departments, the new organizational structure of the Department of Culture, Sports and Tourism of Bac Ninh province will include a director and deputy directors; 7 specialized and professional departments and 11 affiliated public service units. The specialized and professional departments are: Department Office; Department of Finance - Planning; Department of Tourism Management; Department of Physical Education and Sports Management; Department of Information, Press and Publishing; Department of Culture and Family Management; Department of Cultural Heritage Management. The headquarters of the specialized departments of the Department of Culture, Sports and Tourism of Bac Ninh province will be located in Building A of the Inter-agency House.

11 affiliated public service units include: Bac Ninh Museum; Bac Giang Museum; Bac Ninh Library; Bac Giang Library; Bac Ninh Culture and Tourism Promotion Center; Bac Ninh Sports Training and Competition Center; Bac Giang Sports Training and Competition Center; Bac Giang Cheo Theater; Bac Ninh Quan Ho Folk Song Theater; Bac Giang College of Culture, Sports and Tourism; Management Board of Suoi Mo scenic relic site and landscape protection forest.

Here, through discussion, delegates agreed with the draft Project to establish and merge the Department of Culture, Sports and Tourism of the two provinces. At the same time, it was proposed to consider unifying the names and offices of the public service units under the department; supplementing the establishment of specialized departments of each unit in accordance with the functions, tasks and staffing after the merger. Continuing to review and arrange appropriate staff in departments and units to ensure streamlined, efficient, effective and efficient operations...

At the conference, representatives of departments and units under the two departments reported on the synthesis of policies and mechanisms of the Culture, Sports and Tourism sector issued by the People's Council and People's Committee of Bac Giang and Bac Ninh provinces...

Speaking here, comrade Truong Quang Hai emphasized that after the conference, relevant units of the two departments urgently coordinated to complete the Project to establish and merge the Departments of Culture, Sports and Tourism of the two provinces for the Department of Home Affairs to submit to the Provincial People's Committee for approval.

After the Provincial People's Committee has issued the Merger Decision, the Department will issue decisions on the transfer and appointment of department and unit leaders and agree and decide on the personnel plan for the merged departments and units; receive and hand over assets and facilities. From July 1, 2025, the Department of Culture, Sports and Tourism; departments and units under the Department (according to the new merger model) will officially come into operation.

Relevant units of the two departments continue to review and arrange departments and units after the merger, ensuring smooth operations without interruption. In the immediate future, the staff office will establish 5 specialized teams to review documents on policies and mechanisms, propose plans to continue implementing the mechanisms and policies or make appropriate adjustments after the merger.
