For the commune-level administrative units planned to be established according to the submitted plan, there has been a harmonious combination between inheritance, stability and innovation and development, with a long-term vision. At the same time, the scale of the new commune-level administrative units has ensured the goal of having a scale suitable to the management and governance capacity and the capacity, level of management, operation and implementation of the staff and civil servants at the grassroots level, creating a premise to promote the potential, advantages, expand the development space of localities, meet the goals and requirements of the socio -economic development strategy of the Capital in the new period; is the basis for promoting decentralization, delegation of power, enhancing the autonomy and self-responsibility of local authorities at the grassroots level.
The implementation of the arrangement of commune-level administrative units of Hanoi city in 2025 will contribute to perfecting the institution of administrative units, operating effectively and efficiently; promoting all resources to promote socio-economic development, improving people's lives; ensuring national defense and security; maintaining political security and social order and safety, ensuring the development goals of the capital.
In particular, the results of the implementation steps in the implementation process show that the plan to arrange commune-level administrative units in Hanoi has received high attention, support, consensus and agreement from voters in the capital, People's Councils of communes and towns, People's Councils of districts, towns and cities of the city.
Of which, the arrangement plan received 2,010,914 votes in favor, accounting for 97.36%; the opinions of voters and households on the proposed name of the unit after the arrangement received 1,987,829 votes in favor, accounting for 96.28%; 38 communes reached 100%. The above results demonstrate the high consensus of voters and people with the arrangement plan of commune-level administrative units of Hanoi city in 2025. 30/30 delegates of the People's Councils of districts, towns and cities all agreed to pass.
However, 2.41% of voters representing households still disagree with the proposed name of the administrative unit after the merger (the unit with the lowest percentage of voters agreeing with the name: Dan Phuong, Hoai Duc, My Duc, Thanh Tri districts reached from 82% to below 93%).
Discussing this content, delegates Dinh Truong Tho (Dong Da group) and Le Minh Duc (Thach That group) expressed their high agreement with the arrangement of commune-level administrative units and the way the City Steering Committee works in this field. This arrangement has solved the problem of overlapping between communes and wards in the past; the names are taken from cultural and historical places, retaining the names of districts and counties; the city's way of working is methodical, scientific and democratic. In particular, the city has done well in planning the arrangement plan, names, determining place names, working with units in each area; at the same time, promoting propaganda, achieving a high consensus rate from the people...
Delegates suggested that in the coming time, the city should propose to the Central Government to arrange the apparatus and assign appropriate staff, so that after the arrangement, the apparatus can be put into operation effectively, with quality, and without interruption.
