Management by vehicle owner identification code
According to Circular 24-2023 of the Ministry of Public Security , from August 15, for vehicle owners who are Vietnamese citizens, license plates will be managed according to personal identification numbers (a 12-digit sequence on the chip-embedded CCCD card).
Vehicle license plates will be issued and managed according to the vehicle owner's identification code, also known as the identification number. License plate management according to the identification code is only performed with 5-digit plates, including cars and motorbikes.
For foreign vehicle owners, the license plate is managed according to the foreigner's identification number, established by the electronic identification and authentication system, or the permanent or temporary residence card number.
For vehicle owners who are organizations, the identification plate is issued and managed according to the organization's electronic identification code established by the electronic identification and authentication system. In case there is no electronic identification code for the organization, it will be managed according to the tax code or establishment decision.
In case the vehicle expires, is damaged or ownership is transferred, the vehicle owner's identification plate will be revoked by the vehicle registration authority and reissued when the vehicle owner registers another vehicle under his/her ownership.
The identification number will be retained for the vehicle owner for a period of 5 years from the date of revocation. After that period, if the vehicle owner has not registered, the identification number will be transferred to the license plate warehouse for registration and issuance to organizations and individuals according to regulations.
In case the vehicle owner changes his/her headquarters or residence from one province or city to another, he/she can keep the identification number plate and does not have to change the license plate number.
The Traffic Police Department (C08, Ministry of Public Security) added that, according to Circular 24, there will be no limit on the number of identification plates of each person. In case a person has many vehicles and many license plates, all of them will be attached to the identification code of that vehicle owner.
Regarding the time limit for issuing identification plates, according to Circular 24, police at all levels will issue vehicle registration certificates within no more than 2 working days, and reissue vehicle registration certificates within 30 days.
In case of first-time issuance of identification number plate, it will be issued immediately after receiving valid vehicle registration documents. Issuance, re-issuance or issuance of license plate of auction winning vehicle will not exceed 7 working days.
The identification plate must ensure that the plate has a serial number symbol, plate size, and plate color according to the regulations of Circular 24 on vehicle registration.
Procedures for issuing identification plates
Regarding the procedure for issuing identification plates, the Ministry of Public Security said that vehicle owners residing (permanent or temporary) in a locality must register their identification plates in that locality. This is a new point, because according to current regulations, people can only register their vehicles at their place of permanent residence.
When registering a new vehicle, the vehicle owner can also register online, using a level 2 electronic identification account to complete procedures on the Public Service Portal.
Step 1: Log in to the Public Service Portal and fill in the vehicle registration form. The vehicle owner then digitally signs the vehicle registration form and receives the vehicle registration file code online. The vehicle registration agency will notify the appointment to process the file via email or text message.
Step 2: The vehicle owner takes the vehicle to the vehicle registration office as prescribed. At this time, the vehicle owner provides the online vehicle registration file code and signs the vehicle registration declaration (if not using a digital signature). In addition, the vehicle owner needs to submit documents as prescribed such as the declaration of origin of the car, motorbike, purchase and sale documents, gifts, etc.
Step 3: The vehicle registration officer will check the vehicle records and physically inspect the vehicle to ensure its validity. The license plate will be issued on a case-by-case basis: In case the vehicle owner has not been issued a license plate or has a license plate registered for another vehicle, the vehicle registration agency will issue a new license plate for the vehicle.
In case the identification plate has been revoked, the vehicle owner will be reissued that identification plate.
If the vehicle or vehicle records do not meet the regulations, the vehicle owner will be required to supplement and complete the records according to the record instruction form provided by the vehicle registration officer.
Step 4: The vehicle owner receives an appointment for registration results and proceeds to pay the vehicle registration fee.
