According to the announcement, the continued use of old health insurance cards until May 31, 2025 is part of the social insurance system's strategy to save and prevent waste. This also ensures that health insurance participants will not be interrupted in using insurance benefits during the transition period.

From June 1, 2025, for cases of re-issuance or exchange of health insurance cards, social insurance officers will guide participants to install the digital social insurance application (VssID), the electronic identification application (VneID), and use the health insurance card photo on these platforms along with the chip-embedded citizen identification card to replace the traditional paper health insurance card when going to see a doctor or get medical treatment.
Only those who cannot install the application or do not own a citizen ID card with a chip will be issued a paper health insurance card. This is an important decision in promoting digital transformation, reducing paperwork, and creating favorable conditions for people to use health services.
Vietnam Social Security is also actively implementing the restructuring of the entire system in a more modern and effective direction.
In provinces, cities and regions, social insurance units will operate under a new organizational model from April 1, 2025. These units will be equipped with new facilities, technical infrastructure, and business processes to optimize service to people and businesses.
In particular, the social insurance system will continue to maintain personnel stability during the transition period, while reviewing facilities and business processes to avoid disruptions and ensure effective implementation of new policies.
In addition to improving the health insurance card issuance process, one of the important highlights of health insurance work this year is the amendment and supplement of the Law on Health Insurance (HI), effective from July 1. Accordingly, health insurance participants will enjoy more benefits, especially in medical examination and treatment without being discriminated against by administrative geography.
According to experts, this revised Law not only creates favorable conditions for people to receive health insurance examination and treatment, but also helps promote digital transformation in the health system, reduce administrative procedures and improve the effectiveness of policy implementation.
Specifically, health insurance participants will be paid for the costs of remote medical examination and treatment, periodic pregnancy check-ups, childbirth, rehabilitation, and patient transportation costs according to the regulations of the health insurance fund.
In particular, one of the important improvements is the implementation of "universal" health insurance examination and treatment regardless of administrative boundaries between provinces, helping health insurance participants access medical services more easily.
Participants will enjoy 100% of medical examination and treatment costs when visiting any medical examination and treatment facility licensed to operate in the health insurance system.
Reforms and innovations in the health insurance system will facilitate people's access to health services in a more equitable and convenient manner.
In particular, the use of chip-embedded citizen identification cards and the VssID and VneID applications not only helps reduce administrative procedures but also contributes to creating a more transparent and efficient healthcare system. These new policies are not only humane but also reflect the determination of the Government and the Ministry of Health in improving the quality of healthcare services and protecting the rights of the people.
Vietnam Social Security commits to continue monitoring and listening to feedback from people and medical facilities to improve policies and ensure maximum benefits for health insurance participants in the future.
