According to Vice Chairman of Thu Lam Commune People's Committee Lai Manh Cuong, 2 projects were inaugurated and started to welcome the 1st Congress of the Commune Party Committee, including: Project to renovate and upgrade Dong Anh High School and project to build technical infrastructure for the land use rights auction area combined with synchronous completion of technical infrastructure in Bai Kinh area.
Regarding the inauguration project of Dong Anh High School, the project was approved by the People's Committee of the former Dong Anh district in the investment policy in Decision No. 3393/QD-UBND dated May 19, 2023, approved the investment project in Decision No. 4697/QD-UBND dated June 20, 2023, the former Dong Anh District Construction Investment Project Management Board approved the construction drawing design in Decision No. 1216/QD-QLDA dated September 20, 2024.
The scale of the investment project is to renovate old buildings and at the same time build a new block of subject learning and learning support buildings. The number of classrooms after renovation and addition is 28 groups of classes; the blocks of principal buildings, subject learning buildings, auxiliary buildings... are invested with modern synchronous equipment along with completing the technical infrastructure, ensuring the facilities for the School to meet national standards level 2. The total investment of the project is more than 51 billion VND, implemented from the budget. The project implementation period is 320 days. The commencement date is December 20, 2024. The contract implementation period is 320 days. The project is expected to be completed, handed over and put into use in October 2025.
With the focused direction of the determined investor, improved construction methods, and efforts of the contractor, the project has now been completed, shortening the construction time by about 60 days.
The project to start construction is an investment project to build technical infrastructure for the land use rights auction area combined with the synchronous completion of technical infrastructure in Bai Kinh area, Dong Anh town and Uy No commune, Dong Anh district (old), now Thu Lam commune, Hanoi city.
The investment in the construction of the project aims to complete the technical infrastructure system combined with the auction of land use rights with the aim of building a synchronous and modern urban area in Bai Kinh area, Thu Lam commune, with an area of about 22.5 hectares. Items: Leveling, roads, green spaces, parking lots, drainage, clean water supply, fire protection system, electricity supply, lighting and other technical infrastructure items. The total investment is about 990 billion VND, from the budget.
The project was approved in principle by the People's Committee of the old Dong Anh district in Decision No. 6189/QD-UBND dated July 27, 2023. Immediately after the project was approved, the People's Committee of Thu Lam commune carried out the steps of preparing, submitting, and appraising the project, ensuring that the investment preparation work was in accordance with the provisions of law. The contractor selection work was also organized and implemented publicly and transparently. To date, the project is eligible to start construction according to regulations.
The project is expected to be completed in 2026 and will synchronize technical infrastructure connections according to the planning plots approved by competent authorities. Thereby, creating a civilized and modern residential and urban area, meeting the housing needs of local people, overcoming the phenomenon of encroachment on public land and illegal land use.
At the ceremony, Secretary of the Thu Lam Commune Party Committee Nguyen Thi Thanh Tam affirmed: The groundbreaking and inauguration of the two projects are of special importance to the socio -economic development of the locality, and at the same time, it is the pride of the Party Committee, the government and the people in the whole commune. She requested the Party Committee, for the groundbreaking project, the Commune People's Committee to continue to direct the Project Management Board and construction units to promote a sense of responsibility, fully implement the steps according to the regulations on investment management, ensure quality, aesthetics and progress according to plan.
Today's groundbreaking and inauguration ceremony is not only the opening event for a series of activities to welcome the 1st Thu Lam Commune Party Congress but also an important milestone, laying the foundation for a new development phase of the commune in the direction of sustainable urbanization of the capital Hanoi.
