(MPI) - On August 15, 2024, Deputy Minister of Planning and Investment Do Thanh Trung attended and informed the topic: "Socio-economic situation in the first 7 months of 2024; socio-economic development plan for the last months of 2024" at the Central Reporters Conference in August 2024.
The conference was connected to the bridge point of the Ministry of Planning and Investment with the participation of comrades of the Party Executive Committee of the agency; members of the Inspection Committee of the Party Committee at all levels; Party Committee-level reporters; comrades of Secretaries, Deputy Secretaries, and Party Cell members of the Party Committees and Party Cells directly under the Party Committee of the agency.

Special topic: "Socio-economic situation in the first 7 months of 2024; socio-economic development plan for the last months of 2024", Deputy Minister Do Thanh Trung emphasized the domestic and international context; socio-economic situation in the first 7 months of 2024 with outstanding results such as economic growth in the second quarter reaching 6.93% over the same period last year, the total for the first 6 months reached 6.42%. This is a positive growth rate, higher than the highest scenario of the Government in Resolution No. 01 (6%) and forecasts of international organizations (UOB forecasts Vietnam's growth in the second quarter at 6%, BIDV at 5.9-6.3%, Stardard Chartered at 5.3%; after the 6-month results, HSBC assessed that Vietnam is ready to grow strongly in the last 6 months of the year).
The macro economy is basically stable, inflation is under control, and major balances are ensured. The CPI in the first 7 months increased by 4.12% over the same period, within the control level according to the National Assembly's target (4-4.5%); the basic salary increased but inflation increased insignificantly.
There are timely solutions to intervene in exchange rates and the gold market, to avoid major fluctuations in the financial and monetary markets, especially under pressure from fluctuations in the external financial and monetary markets.
The work of perfecting institutions and laws has been focused on and implemented vigorously, with the spirit of reform and development in each ministry, sector and locality, and the spirit of accompanying businesses to resolve difficulties and obstacles, proactively creating and forming an important foundation for the country's development in the medium and long term.
The infrastructure system continues to be prioritized for investment resources, achieving many clear results; many projects have been put into operation, opening up new development spaces and opportunities for regions, the whole country and localities. To date, the whole country has more than 2,000 km of expressways put into operation; the goal of having about 3,000 km of expressways by 2025 is feasible.
Total registered FDI capital in 7 months reached over 18 billion USD, up 10.9% over the same period, of which newly registered FDI reached nearly 10.8 billion USD, up 35.6%; realized FDI capital was about 12.6 billion USD, up 8.4%.
The quality of FDI capital flows increased thanks to careful selection of investment attraction, focusing on high-quality FDI projects; many large FDI projects in the fields of semiconductors, electronics, energy, etc. received new investment and expanded capital.
Issue and synchronously implement many policies and solutions to support businesses and production and business. The total scale of policies on exemption, reduction, and extension of taxes, fees, charges, and land use fees in 2024 is about 191 trillion VND. In 7 months, 87.2 trillion VND of taxes, fees, and charges have been exempted and reduced (of which about 55.1 trillion VND was exempted and reduced).
Innovation, digital transformation, green transformation, circular economy, new industries and sectors such as chips, semiconductors, artificial intelligence, etc. continue to be strongly promoted. Training and developing high-quality human resources for these industries and sectors are given attention and focus. The National Innovation Center, Ministry of Planning and Investment continues to promote the formation and development of innovation ecosystems and innovation networks in Vietnam, with many programs, events connecting and training on innovation.
The planning work has been basically completed. By the end of July 2024, 63/63 localities have completed the planning and submitted for appraisal, 60/63 provincial plans have been approved. The Prime Minister has approved and organized regional conferences to announce 06 regional plans; localities have organized conferences to announce planning associated with investment promotion in the area. Ministries, branches and localities have focused on developing and submitting to the Prime Minister for promulgation the Plan to implement approved plans. This is an opportunity to rearrange, utilize and expand the development space of the country, sectors, fields, regions and localities.
Social security is ensured, people's lives continue to improve; the fields of culture, society, national defense, security, environmental protection, and climate change adaptation continue to receive attention and development. Foreign affairs and international integration are increasingly deeper, more substantial, and more comprehensive, with outstanding marks, concretized into specific, practical, and breakthrough projects.
According to Deputy Minister Do Thanh Trung, in addition to the achieved results, the difficulties and challenges of the world and regional situation continue to have a significant impact on our country's economy. Among them, the following 5 issues have emerged: (1) Growth drivers still face many difficulties and challenges. (2) Macroeconomic stability has potential risks. Inflationary pressure is still high and needs to be closely monitored to have proactive and timely solutions, especially in the last months of the year and there are still many factors that are difficult to predict. (3) Although institutions and laws have been actively changed, there are still problems and shortcomings that have not kept up with practical requirements. (4) Science, technology and innovation are still not really the driving force and foundation for socio-economic development, for growth, economic restructuring and improving labor productivity. (5) The lives of a segment of the population are still difficult. The security and order situation in some areas, high-tech crime, cyber security, etc. still contain complex factors.
Deputy Minister Do Thanh Trung emphasized that in order to strive to achieve the highest socio-economic development goals and targets in 2024 according to the Conclusions and Resolutions of the Central Committee, the National Assembly, and the direction of the Government and the Prime Minister, all levels, sectors and localities are required to continue to resolutely, synchronously and effectively implement the tasks and solutions set out at the beginning of the year in all fields.
In particular, focusing on key groups of tasks and solutions such as urgently reviewing, resolutely removing and immediately handling difficulties and obstacles in institutions, laws, and administrative procedures, ensuring progress and quality, identifying this as the driving force to create a breakthrough for growth in the last 6 months of 2024 and the coming time.
Continue to strongly promote and renew the three growth drivers of investment, domestic consumption and export. In particular, focus on effectively implementing policies to support businesses and people. Promote domestic consumption stimulus, effectively implement the campaign for Vietnamese people to prioritize using Vietnamese goods, attract domestic and international tourists.
Accelerate the disbursement of public investment capital, especially in localities assigned large public investment capital sources; ensure the progress of key and important national projects. In particular, pay special attention to the leadership, direction and supervision of projects, taking the 500 kV circuit 3 project as a typical model.
Focus on attracting large-scale, high-quality, high-tech FDI projects in the processing, manufacturing, electronics, semiconductor industries...
Accelerate the progress of the 120 trillion VND social housing credit package, the project to invest in 1 million social housing units. Create clear changes in removing difficulties and obstacles for real estate projects in localities, projects with good liquidity... especially difficulties and obstacles related to law, planning...
Speed up the removal of difficulties and obstacles related to projects and land in the inspection and examination conclusions in a number of provinces and cities; promptly report to competent authorities for consideration on expanding the scope and subjects of application.
Along with that, ensure macroeconomic stability, major balances of the economy, focusing on controlling inflation. Promote new growth drivers from digital economy, digital transformation, green transformation...
The strategic goal is to green the economy in the direction of "catching up, progressing together and surpassing", creating a leading position for our country in new trends of digital transformation, green transformation, etc., especially in the context that many countries have issued large-scale policy packages to promote these industries and fields.
In particular, it is necessary to focus on concretizing international treaties and agreements of senior leaders; promoting economic dialogue with strategic partners, comprehensive strategic partners, concretizing into specific cooperation activities associated with FDI attraction; Building and perfecting the legal framework on green credit market, green bonds, green economic sector system, regulations on green transformation, testing mechanism for circular economic development; Urgently completing and promulgating the Semiconductor Industry Development Strategy; Project on Human Resource Development for Semiconductor Industry to 2030, with a vision to 2050; building a Project on developing the carbon market in Vietnam.
Research and develop policies to promote the development of supporting industries and services to participate deeply in the process of building and operating railways and the North-South high-speed railway; Focus on building mechanisms and policies to support the development of ethnic enterprises and large-scale enterprises to promote their pioneering role in a number of important industries and fields, with competitive advantages and the ability to lead the industrialization and modernization process, and build an independent and self-reliant economy.
Continue to innovate thinking, promote new approaches according to the Law on Planning to effectively implement issued plans and soon put the plans into practice. It is necessary to focus on developing and submitting to the Prime Minister for approval the plan to implement the plan, clearly defining the key contents, progress and resources to implement the programs and projects in the plan, ensuring flexibility, closeness to reality, meeting development requirements but must manage the plan, maintain the plan, and not arbitrarily change it.
Strengthen the activities of Regional Coordination Councils to implement Regional Plans, promote regional connectivity, resolve regional issues and create new growth drivers and poles for the whole country.
Maximize the effectiveness of the National Innovation Center, both at the central, regional and local levels, to promote the building and development of the domestic innovation and creative startup ecosystem; support digital transformation for domestic enterprises.
Carry out well the work of social security, cultural development, education, health, environmental protection, national defense, security, foreign affairs...
Closely monitor the developments of natural disasters, storms and floods, respond promptly and effectively, minimize damage caused by natural disasters, support people to overcome the consequences of natural disasters, soon restore production and stabilize life. Ensure national defense, security, social order and safety. Strengthen international integration deeply, practically and effectively; promote economic diplomacy, continue to consolidate and constantly enhance the country's international position and prestige.
The conference also heard Mr. Vu Hoai Bac, Head of the Government Committee for Religious Affairs, inform on the topic: "The current situation of religion, belief and state management of religion in our country; directions, tasks and solutions in the coming time"; Mr. Phan Xuan Thuy, Deputy Head of the Central Propaganda Department, presented propaganda directions and concluded the conference./.
