At 11:45 a.m. on November 18, 2025 (local time), in Brazil, Deputy Minister of Agriculture and Environment Le Cong Thanh - Head of the Vietnamese delegation at the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30) delivered a speech at the High-Level Session of the Conference.

Dear Mr. President,
Dear delegates,
On behalf of the Vietnamese delegation, I would like to express my sincere gratitude to the Government and people of Brazil and the city of Belem for their hospitality and efforts in organizing COP30.
Dear Mr. President,
COP30 is taking place in a context where humanity is suffering from increasingly extreme and unpredictable climate change, causing serious and dangerous impacts.
To realize the goals set out in the Paris Agreement, we need to be united in our awareness and actions; we must uphold multilateralism and strongly strengthen the spirit of solidarity and cooperation among all countries and peoples based on the principle of “common but differentiated responsibilities and respective capacities”.
In this spirit, Vietnam proposes the following key points:
First , developed countries, with financial, scientific and technological capacity, must fully fulfill their responsibilities and make stronger commitments to reducing greenhouse gas emissions.
Second , developed countries need to fully implement their financial commitments to take the lead in mobilizing at least US$300 billion annually and moving towards a roadmap of US$1.3 trillion annually to support developing countries. Specifically, there is an urgent need to balance financial resources for adaptation and greenhouse gas emissions reduction, while significantly increasing grants and concessional loans. Accordingly, adaptation finance must reach at least 50% of total climate finance provided to developing countries.
Third, there is an urgent need to expand and improve the implementation of the “Early Warning for All” initiative to protect people’s lives and property from increasingly severe climate disasters.
Finally, the role of the United Nations must be further promoted in establishing and improving the effectiveness of the global governance system, enhancing cooperation among countries to address non-traditional security challenges, including climate change.

As one of the developing countries most severely affected by global climate change, Vietnam has seriously implemented international commitments on adaptation and reduction of greenhouse gas emissions. We always pursue sustainable development, harmoniously balancing economic growth, environmental protection and climate change response.
Vietnam is constantly improving its institutions and policies, gradually creating a consistent and synchronous legal framework on adaptation and reduction of greenhouse gas emissions, and equitable energy transition with new, breakthrough mechanisms to promote green transformation and carbon-neutral development.

We are currently developing and piloting a domestic carbon market, along with the allocation of greenhouse gas emission allowances to major emitters in the thermal power, cement and steel sectors. Vietnam is ready to consider cooperation with international partners under Article 6 of the Paris Agreement, ensuring transparency and credibility.
Only with a stronger spirit of cooperation and greater determination to act can we create comprehensive and equitable global climate action in Belem.
