On the morning of November 19, in response to the complicated developments of floods in the area, the Chairman of the Dak Lak Provincial People's Committee signed and issued urgent dispatch No. 008/CD-UBND on focusing on responding and promptly overcoming the consequences of floods, landslides, and flash floods.
People's safety comes first and foremost.
According to the National Center for Hydro-Meteorological Forecasting and the Provincial Hydro-Meteorological Station, Dak Lak is experiencing moderate to heavy rain, with some places experiencing very heavy rain and thunderstorms. The rainfall measured from 7 p.m. on November 17 to 7 p.m. on November 18 was generally 100-200mm, with some areas experiencing particularly heavy rain such as: Ea Ly with 578mm; Song Hinh (Song Hinh commune) with 528mm.

Currently, flood levels on Ban Thach, Ky Lo rivers, the lower reaches of Ba and Sre Pok rivers are rising rapidly. It is forecasted that in the next 6-12 hours, floods on Ba and Ky Lo rivers will continue to rise, with the flood peak at Cung Son station reaching 0.9 - 1.3m above BĐ3. On Ban Thach, Tam Giang and Sre Pok river basins, flood levels will continue to rise and fluctuate from BĐ1 to BĐ2.
Faced with that situation, the Chairman of the Provincial People's Committee requested departments, branches, sectors, People's Committees of communes and wards to respond with the motto "proactively from early on, from afar" and with the most determined spirit, anticipating the worst scenario, in order to absolutely ensure the safety of people's lives, limit damage to people's and State's property.
The telegram emphasizes the responsibility of the Party Secretary and Chairman of the People's Committee of communes and wards to focus on leading, directing, and immediately implementing necessary tasks and measures to ensure the safety of people's lives, putting this task first and foremost. Specifically, it is necessary to mobilize forces ( military , police and other forces) by all means to immediately approach isolated residential areas due to floods, landslides to promptly support people, provide relief with food, necessities and evacuate necessary cases.
Localities must inspect, review, promptly detect, warn and proactively organize evacuation, moving all people out of dangerous areas, especially areas with high risk of deep flooding, landslides, flash floods, and flash floods. At the same time, arrange forces to block, control, and guide traffic, not allowing people to pass through dangerous areas, unsafe areas, especially on traffic routes at risk of landslides, deep flooding, and fast-flowing water.
Restore agricultural production and stabilize life
The Chairman of the Dak Lak Provincial People's Committee assigned the Department of Agriculture and Environment (the advisory body for the Provincial Civil Defense Command) to organize a shift, closely monitor, forecast, and provide full and timely information on the situation of floods, landslides, inundation, flash floods, and flash floods to the people and authorities. This Department also presides over and directs the work of preventing, avoiding, and responding to natural disasters and promptly directs and guides localities to synchronously deploy measures to overcome consequences and restore agricultural production immediately after floods.
Regarding construction safety, the Department of Industry and Trade is required to direct hydropower reservoir owners to strictly implement regulations on operating procedures, water regulation to reserve capacity for flood prevention and control, reduce floods for downstream areas, ensure construction safety and prevent flooding. The Department of Construction is responsible for implementing traffic remediation plans in case of flooding, landslides, and traffic separation and to guide traffic and ensure safety in flooded areas.
Regarding the protection of property and support for people, the Provincial Military Command and the Provincial Police must direct forces to coordinate with other forces to mobilize maximum forces, means, and materials to promptly support the evacuation and relocation of residents, prevent, avoid, respond to, and quickly overcome the consequences of natural disasters when requested. After the flood recedes, localities need to promptly organize visits, encourage, support, and share the difficulties and losses of affected families, take care of accommodation for households that have lost their homes, support food, necessities, clean water, handle environmental sanitation, and restore production and business activities.
