The Prime Minister directed the organization of groundbreaking and inauguration ceremonies for projects and works to celebrate the 14th National Congress of the Party.

On December 16th, Deputy Prime Minister Tran Hong Ha signed and issued Official Dispatch No. 240/CD-TTg of the Prime Minister directing the organization of groundbreaking ceremonies, inauguration ceremonies, and technical opening ceremonies for projects to celebrate the 14th National Congress of the Communist Party of Vietnam.

The official dispatch states: To prepare for the groundbreaking, inauguration, and technical opening ceremonies of projects to celebrate the 14th National Congress of the Communist Party of Vietnam on December 19, 2025, the Prime Minister has issued the following official dispatches: No. 158/CĐ-TTg dated September 4, 2025, No. 224/CĐ-TTg dated November 20, 2025, and No. 235/CĐ-TTg dated December 1, 2025, assigning specific tasks to ministries, sectors, People's Committees of provinces and cities, corporations, general companies, and related units.

With the deadline of December 19, 2025 fast approaching, to ensure the best possible preparation for this important event, the Prime Minister requests that: Ministers, heads of ministerial-level agencies and government agencies; Chairpersons of People's Committees of provinces and centrally-administered cities; Chairpersons of Boards of Directors and General Directors of corporations, general companies, and related units strictly implement the Prime Minister's directives in the following official dispatches: No. 158/CĐ-TTg dated September 4, 2025, No. 224/CĐ-TTg dated November 20, 2025, and No. 235/CĐ-TTg dated December 1, 2025; Directing project owners/investors to proactively prepare all material and technical conditions for organizing the groundbreaking, inauguration, and technical opening ceremonies of projects under their responsibility, according to the general script developed by Vietnam Television (VTV), ensuring solemnity, efficiency, economy, and safety.

We worked closely with Vietnam Television, Vietnam Post and Telecommunications Group (VNPT), Vietnam Military Telecommunications Group (VIETTEL), and the Ministry of Construction in the preparation process to ensure the ceremony was a success.

The units responsible for the progress and quality of the events they are assigned to organize must ensure all stages of event preparation; coordinate with VNPT and VIETTEL to connect transmission lines; and coordinate with Vietnam Television/local television stations to produce news reports, provide image and sound signals that meet technical and script requirements, and meet the requirements for online broadcasting and live broadcast on national television.

Provide Vietnam Television and the Organizing Committee with high-quality images, videos, and clips about the projects to be included in broadcast programs; assume full responsibility for events organized by their agency or unit; proactively select professional event organizers with the capacity and experience to organize and execute events; proactively invite representatives from relevant agencies and units to attend projects under their jurisdiction.

Chairpersons of the People's Committees of provinces and centrally-administered cities: Direct the provincial/city's radio and television stations, VNPT, and VIETTEL to ensure transmission connectivity, production, and provision of live and online television signals from local broadcasting points (excluding the central broadcasting point and main broadcasting points with interaction and speeches) to the central broadcasting point.

Provincial authorities are implementing plans to ensure safety, security, power supply, communication, traffic management, medical services, and fire prevention and control in the event area.

Direct the Project Owner/Project Management Board and Investors of construction projects to request the event organizers to coordinate with VTV, VNPT, and VIETTEL to provide television signals to the central broadcast point and receive and display program images on LED screens at the event.

Assign a Vice Chairman of the Provincial People's Committee to directly supervise and coordinate with the Organizing Committee; and be fully responsible for ensuring that events organized by the Provincial/City People's Committee meet the requirements for live television broadcasting, online streaming, and live broadcast on national television.

Directing the organization of separate programs at each local location from 7:30 to 8:50 AM on December 19, 2025, including: introduction of delegates, cultural performances, reports on projects, awards, etc. From 9:00 to 11:00 AM on December 19, 2025, all locations will connect to the official program broadcast on VTV.

The Director General of Vietnam Television (VTV) will direct and preside over the development of a detailed script and program for the ceremony, in collaboration with Vietnam Radio and the Vietnam News Agency, to be submitted to the Ministry of Construction, other ministries, sectors, localities, corporations, and general companies before 8 PM on December 16, 2025, for compilation and unified implementation at all locations. He will also be in charge of media communication before, during, and after the event on the station's channels and social media ecosystem.

Responsible for program production, directing, and organizing the program according to the script for live and online broadcasts between different locations, receiving signals from VNPT and VIETTEL, and broadcasting on VTV.

In coordination with VNPT, VIETTEL, local television stations, and relevant agencies and units, they are responsible for producing images and recording at the central location and 11 main locations. They are also responsible for the overall rehearsal of the broadcast program according to the script, ensuring quality and progress.

The Chairman of the Board of Members of Vietnam Post and Telecommunications Group (VNPT) directed: The VNPT, in coordination with VIETTEL, is responsible for the transmission infrastructure, ensuring the connection is established before 8 PM on December 16, 2025; providing technical personnel at the various connection points; providing all live signals of the event for VTV to use for live broadcasting on the national television station; compiling images from the connection points and providing broadcast signals on LED screens at each connection point; and issuing a request for guidance documents to investors and project managers on implementing online connections with the central connection point.

At the central hub and 11 main hubs: VNPT staff will be responsible for connecting VNPT with the event organizing team and the image production team of VTV or local television stations... ensuring the transmission of images and sound from the hubs to the central hub; providing the image and sound signals of the program to the event organizing unit to display on the screen.

At the remaining connection points: Responsible for connecting with event organizers, providing transmission lines, equipment, cameras, and personnel to connect and transmit video signals to the central connection point; providing video and audio signals of the program to the event organizers to display on screens.

The Chairman of the Hanoi People's Committee instructed the investor and relevant agencies and units to: Take the lead and be responsible for organizing the event at the central venue according to the plan, script, and requirements.

The presiding officer, in coordination with Vietnam Television (VTV), VNPT, VIETTEL, and other relevant units, will: Implement the connection of live, online video conferencing from various locations to the central location; establish online technical connections between the central location and the main locations; and connect transmission lines and recording equipment to provide signals at the central location, ensuring online and broadcast requirements are met.

The Minister of Public Security directed the development of a plan and instructed local police forces to ensure security, safety, and traffic flow management during the event.

Vietnam News Agency, Voice of Vietnam Radio, Nhan Dan Newspaper: Develop plans and implement communication programs before, during, and after the event, ensuring rich and impressive content and format, creating a spread of positive energy among the people to celebrate the 14th National Congress of the Party.

The Ministry of Interior is in charge of implementing the awarding of commendations to organizations and individuals with outstanding achievements in the following emulation movements: "Promoting the development of synchronous and modern infrastructure; practicing thrift and combating waste"; the intensive emulation campaign "500 days and nights of emulation to complete 3,000 km of expressways"; and coordinating with Vietnam Television in developing program scripts related to the commendation content.

The Prime Minister has assigned the Ministry of Construction and the Government Office, according to their assigned functions and duties, to monitor and urge ministries, agencies, and localities to implement the tasks assigned in this Official Dispatch, and to promptly report to Deputy Prime Minister Tran Hong Ha for consideration and direction; in cases exceeding their authority, they should report to the Prime Minister.
