The conference was chaired by Prime Minister Pham Minh Chinh. Attending the meeting were members of the Party Central Committee: Deputy Prime Minister Tran Hong Ha, Minister of Construction Tran Hong Minh, Minister, Head of the Government Office Tran Van Son; leaders of ministries, branches and agencies.

Humanitarian policy, caring for low-income people
In his opening speech, Prime Minister Pham Minh Chinh stated that the implementation of social housing construction demonstrates that the Party and State pay special attention to social policies and social security policies on housing; thereby ensuring the right to housing, the right to equal access to housing for people and caring for the disadvantaged.
The Prime Minister emphasized the need to understand correctly the scope and subjects supported in the social housing policy. Accordingly, the social housing policy is not only for workers in industrial parks and factories, but also for the poor, the disadvantaged, new graduates, teachers in remote areas, border guards, doctors, nurses in border areas, remote areas, etc.; that is, people with low incomes and housing difficulties in general.
In recent times, the Government and the Prime Minister have focused on directing ministries and branches to resolutely implement tasks and solutions, remove difficulties, obstacles, and institutional bottlenecks to promote social housing development. The Government has issued over 25 decrees to establish a legal system on social housing development. The Government has submitted to the National Assembly for promulgation amendments and supplements to many regulations and laws related to social housing development policies such as the Housing Law, the Real Estate Business Law, the Land Law and many related laws, etc.

In addition, the Government has issued 22 resolutions, the Prime Minister has issued 12 directives, decisions, and telegrams; the Prime Minister has chaired many direct and online conferences nationwide with localities, businesses... with many specific and drastic solutions and tasks to remove difficulties and promote the development of social housing.
Strictly implement the Government's major policies
At the conference, representatives of many ministries, branches and localities gave opinions and made recommendations to remove obstacles to implement Resolution No. 201/2025/QH15 of the National Assembly, such as opinions from the State Bank, Ministry of Finance, Ministry of Agriculture and Environment, Ministry of Construction, Ministry of Public Security, Ministry of National Defense, etc.
In addition to the achieved results, the delegates also raised difficulties and obstacles affecting the progress of implementing Resolution 201/2025/QH15. These include difficulties in land fund planning, site clearance; transfer of land allocation procedures for areas without land use fees, land lease, etc.
From there, opinions also proposed solutions such as: proposing to transfer land allocation procedures for areas without land use fees or land lease to commune-level authorities; decentralizing authority on land planning; adjusting interest rates for loans to buy social housing; integrating the sustainable poverty reduction program with social housing construction policies; proposing policies for young people under 35 years old to borrow money to buy houses with preferential interest rates;...

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that among many important policies of the Government, in 2025 there are two major policies on housing construction: building 1 million social housing units and the policy of eliminating temporary and dilapidated houses for the poor and people with housing difficulties.
These are two important and urgent policies that demonstrate progress, fairness, and affirm citizens' rights to housing, creating conditions for people to settle down and make a living. All citizens have the right to access housing and social security; contributing to increasing development investment, calling for investment, and enhancing growth in localities. The Prime Minister commended the efforts of local ministries and branches, especially the Ministry of Construction, in implementing this policy. The Prime Minister also expressed his gratitude to the people for agreeing with social housing projects and businesses participating in the construction of social housing projects.

Regarding the difficulties that localities and ministries have raised, the Prime Minister requested delegates to discuss and immediately agree on tasks and solutions to implement the Resolution without delay. In particular, inspection and supervision should be strengthened; any difficulties at any level should be resolved immediately at that level. At the same time, it is necessary to review and count the implementation of tasks assigned to ministries, sectors and localities, good and bad work; results of social housing development in the first 5 months of 2025 and the following tasks from now until the end of 2025.
The Prime Minister also assigned specific tasks to ministries and branches to speed up the implementation of Resolution No. 201 to complete the target of 1 million social housing units according to the set plan.
Up to now, the results as reported by the Ministry of Construction have had many positive changes, nationwide 1,309 locations with a scale of 9,737 hectares of land have been planned for social housing, most localities have reserved enough land for social housing in favorable locations; nationwide, 679 social housing projects have been implemented with a scale of 623,051 units (108 completed projects, scale of 73,075 units; 571 projects are being implemented, scale of 550,000 units). In the first 5 months of 2025, 22,649 apartments were completed, with 21 more projects starting construction with a scale of 20,428 units.
