Yen Bai determined to complete public investment disbursement on time

In 2025, Yen Bai aims to disburse VND5,498.3 billion in public investment capital (PIP). Since the beginning of the year, the province has implemented a series of solutions to create momentum to promote economic growth and attract more investment capital for development.

Identifying the disbursement of ODA as the top political task, right from the planning stage, authorities at all levels and functional sectors have carefully reviewed to ensure capital allocation is appropriate to the implementation progress of each project.

In the medium-term public investment plan for the period 2021 - 2025 and the 2025 plan, the province has adjusted and removed from the list projects that have been stuck for a long time in site clearance or investment procedures, and are not feasible, promptly adding to the list of highly feasible urban and residential areas, thereby, estimating the total capital source to help direct and operate the province's medium-term public investment plan flexibly, effectively, and closely following reality.

In 2025, the total public investment capital plan of Yen Bai province assigned by the Prime Minister is 4,257.3 billion VND. Of which: central budget capital is 2,193.8 billion VND; foreign capital is 324.4 billion VND; local budget capital is 1,739.1 billion VND. The total capital plan assigned by Yen Bai province is 5,498.3 billion VND (higher than the amount assigned by the Prime Minister by 1,240.9 billion VND). Yen Bai has allocated to units and projects 100% of the plan.

As of April 30, 2025, the province has disbursed VND 851.5 billion/VND 5,498.3 billion, equivalent to 15.5% of the plan. The capital plan assigned by the Prime Minister alone has disbursed 18.8% of the plan, 3.2% higher than the national average (the whole country reached 15.6%), ranking 15th out of 63 provinces and cities nationwide.

The task of disbursing ODA in 2025 is large with a series of key works and projects, so the pressure to complete on schedule poses significant challenges. Therefore, the province requires relevant agencies, localities and units to overcome difficulties and obstacles, and remove barriers that affect the progress of ODA disbursement.

Specifically, ensuring the progress of site clearance is still a major bottleneck in project implementation. Some projects have high population density, land acquisition, and housing related to resettlement policies; the work of measuring, reviewing the field, collecting information and documents on land, and determining the origin of land use is very complicated.

Meanwhile, the human resources for site clearance work are still limited, many projects must be carried out at the same time; the completion of land acquisition dossiers goes through many steps, and people have not agreed with the compensation and resettlement support plan. Some projects are in remote areas, the land area acquired is mainly from ethnic minority households, but the households often do not live in the area where the land is acquired. Therefore, inviting households to count, publicize, sign, confirm the origin, and complete the plan is very difficult.

Some projects are being implemented in areas with particularly difficult socio-economic conditions; rugged terrain, complex and unstable geology; harsh weather... Some projects have slow construction progress such as: construction of inter-regional transport infrastructure to support socio-economic development in poor districts of Yen Bai province; roads connecting Muong La (Son La), Than Uyen, Tan Uyen (Lai Chau), Mu Cang Chai, Van Chan, Van Yen (Yen Bai) with Noi Bai - Lao Cai expressway (IC15). Along with that are difficulties in payment and disbursement procedures for projects using foreign capital (ODA).

For example, the project is funded by the Saudi Fund for Development (SFD). Since the Fund currently does not have a representative office in Vietnam, all information must be exchanged mainly via email, through other online platforms, or only on Tuesdays and Thursdays every week, so it is very difficult to coordinate the handling of work between SFD and the Yen Bai Provincial Investment and Construction Project Management Board.

In fact, there are many issues that sponsors respond to very slowly, from 2 to 3 months, and even some issues related to payment to contractors take nearly 5 months. Some regulations on contract advance limits are still limited, not creating flexibility in disbursement.

In the coming time, Yen Bai province will resolutely implement management solutions to ensure that it meets the annual capital demand according to the progress of projects within the assigned budget. It will do a good job of investment preparation, project implementation preparation, strengthen inspection work, grasp the situation, promptly and effectively handle arising problems, difficulties and obstacles.

Units directly implementing public investment plans must proactively review and promptly and accurately inform about difficulties and problems so that management agencies can direct and operate in accordance with reality.

Regularly urge and inspect the field, closely follow the situation, proactively overcome difficulties; urge and guide localities to carry out site clearance work in a proactive and flexible manner, appraise, approve and pay as the site is counted; carry out construction as soon as the site is cleared; regularly review and evaluate to promptly adjust capital plans to meet the disbursement needs of projects.

Actively coordinate with relevant units to develop plans, monitor, guide, periodically inspect, and conduct surprise inspections of design consulting, supervision, construction quality management, and construction according to specialized management...

With a strong spirit and synchronous solutions, Yen Bai is focusing maximum resources to ensure the progress of disbursement of ODA capital, putting key projects into operation soon. These steps not only help improve infrastructure quality but also create new economic development space, attract investment and improve the quality of life of the people.
