Budget revenue has growth

In the first 5 months of 2025, the socio-economic situation of Lam Dong province recorded many outstanding results. Thereby, the total budget revenue for the first 5 months is estimated at 6,823 billion VND, equal to 49.87% of the central budget estimate, 47% of the local budget estimate and 112.05% over the same period.

5 MONTHS OF REVENUE REACHED NEARLY 50% OF BUDGET

Estimated total state budget revenue in May 2025 is 1,282 billion VND, accumulated in 5 months reaching 6,823 billion VND, reaching nearly 50% of the central budget estimate, 47% of the local budget estimate and equal to 112.05% over the same period; of which, revenue from taxes and fees is 648 billion VND, accumulated 3,887 billion VND, reaching 50% of the central budget estimate, 49% of the local budget estimate, equal to 118% over the same period; revenue from land and houses is 369 billion VND, accumulated 1,162 billion VND, reaching 40% of the central budget estimate, 36% of the local budget estimate, equal to 111% over the same period; lottery revenue is 143 billion VND, accumulated 1,228 billion VND, equal to 58% of the central budget estimate, 51% of the local budget estimate and equal to 87% over the same period...

To achieve the above positive figures, the Tax Department of Region XIII has implemented many solutions to increase domestic budget revenue in 2025, including promoting administrative procedure reform, digital transformation and application of information technology in tax management; strengthening inspection and examination to prevent tax losses and fraud; coordinating with ministries, branches and localities to build an interconnected database, control prices, manage e-commerce, fight smuggling and counterfeit goods to create a fair business environment and attract investment. The Tax sector builds a "clean" database system, closely linking units to monitor budget collection progress, assess impact factors and maximize revenue from areas such as digital economy and e-commerce.

With stable economic growth, developed production activities and improved investment environment, Lam Dong is gradually consolidating its budget revenue, creating a foundation to ensure socio-economic development goals in 2025.

To continue to maintain growth momentum and exceed the 2025 budget collection target, the Provincial People's Committee requested and identified a number of key solutions in the final months of the year. First of all, continue to focus on removing difficulties for production and business, improving the investment environment, creating favorable conditions for businesses to stabilize and expand operations. Supporting administrative procedures, disbursing public investment on schedule and unblocking the market will be the foundation to promote increased revenue from the production and business sector.

At the same time, the province will strengthen revenue management, expand the tax base, and tighten controls on revenue loss, transfer pricing, and tax arrears. Tax and customs authorities are required to increase the application of information technology and big data to more effectively manage revenue sources, especially from e-commerce, digital economy, and real estate transfers.

In addition, it is necessary to continue to review and effectively exploit resources from land and public assets, promote auctions of land use rights and strictly manage the collection of land use fees and land rents. The promotion of tourism and service activities is emphasized, especially during the peak season at the end of the year, to create additional revenue for the budget. Solutions to accelerate the equitization and divestment of state-owned enterprises are also being promoted according to plan.

STRIVE TO COMPLETE THE BUDGET AT THE HIGHEST LEVEL

In the first 5 months of 2025, the economy has had opportunities, advantages, difficulties and challenges intertwined, but there are more difficulties and challenges; production and business activities of people and enterprises face many difficulties due to high input material prices. In Lam Dong province, GRDP growth is at 4.68%, higher than the growth rate of the first quarter of 2024, lower than the national average.

At the end of May 2025, the Government issued Resolution 154/NQ-CP dated May 31, 2025 on key tasks and solutions to implement the Socio-Economic Development Plan and State Budget Estimates. In particular, it sets a target of striving to increase State budget revenue by over 15% in 2025. Based on that criterion, the revenue results of the first 5 months of the year are assessed as quite positive and approaching the target.

However, this is still a considerable pressure because the implementation of collection solutions in recent times has faced many challenges. The complicated world economic and political situation, trade tensions and tax imposition from major countries affect import and export and tax revenue. Inflationary pressure and exchange rate fluctuations increase production costs, affecting businesses' ability to pay taxes. Support policies such as tax reduction and extension also reduce budget revenue. Tax management and anti-loss work still face many difficulties, especially in the fields of land, resources, and e-commerce. Budget revenue from import and export is affected by international competition and market risks.

In addition, natural disasters, epidemics and climate change also have negative impacts on production and business. Tax debt collection is still limited, and inspection and examination need to be strengthened. At the same time, digital transformation in tax and customs management is facing difficulties in infrastructure and resources.

Mr. Tran Phuong - Deputy Head of the Tax Department of Region XIII said that the Tax sector has directed the collection units to effectively implement the management of state budget collection, expand the tax base, ensure the correct, sufficient and timely collection of arising revenues. At the same time, step up the fight against revenue loss; effectively manage new revenue sources arising from e-commerce transactions; resolutely handle and urge the collection of tax debts; strive to complete the state budget collection in 2025 at the highest level.
