Improving PCI and PGI indexes in agriculture and environment sectors

In 2024, in the field of agriculture and environment of 63 provinces and cities nationwide, Lam Dong's provincial green index (PGI) ranked 53rd, down 8 places compared to 2023. Meanwhile, the provincial competitiveness index (PCI) with 3 component indexes decreased by 9, 12 and 52 places respectively. Based on the assessment of the causes of existing problems and limitations, the provincial Department of Agriculture and Environment has identified groups of coordinated solutions to improve the rankings of the 2 PCI and PGI indexes by the end of 2025.

It is necessary to promptly implement policies to support businesses in converting to cleaner production models, contributing to improving the provincial green index (PGI).

• SIMPLIFYING ADMINISTRATIVE PROCEDURES RELATED TO ENTERPRISES

Of the 10 component indices of PCI, the market entry index in 2024 will decrease by 52 ranks compared to 2023. To implement this index in 2024, administrative procedures (AP) under the jurisdiction of the Department of Agriculture and Environment will be publicly listed at the Public Administration Service Center, 10 branches of the Land Registration Office and on the Provincial People's Committee's website and the National Public Service Portal.

In addition, it is necessary to expand channels for receiving and responding to organizations and individuals when handling administrative procedures on the website, via hotline numbers, Facebook, Zalo; provide professional training for One-Stop Department staff, enhance the responsibility of civil servants, public employees and One-Stop Department staff in receiving, handling and returning results of administrative procedure records under their authority; in particular, administrative procedures for granting conditional business licenses must be carried out in accordance with the law, on time and in accordance with regulations.

Solution to improve the market entry index ranking by the end of 2025, the Department of Agriculture and Environment promotes the application of information technology, interacts with businesses and people, reduces travel time and costs; focuses on receiving two-way information between state agencies and businesses and people through online forms, creating a favorable environment for businesses and people to contribute feedback to improve mechanisms and policies; applies information technology, reviews and simplifies administrative procedures to facilitate, reduce time and costs for people and businesses.

In contrast, the PCI component index on time costs in 2024 reached 7.75 points, ranking 19th, an increase of 0.47 points and an increase of 35 ranks compared to 2023. However, according to the Department of Agriculture and Environment, "due to the characteristics of the records related to the fields of minerals, environment, water, land according to technical drawings, large-sized survey maps. When converted to electronic files with large capacity, checking and comparing data still faces many shortcomings. In addition, records in the field of land often have to be attached with the original land use right certificate, so the generation of electronic records on the online administrative procedure system and through public postal services is still limited compared to other sectors and fields; the number of people participating in online payments is still low...".

Therefore, by the end of 2025, the Department of Agriculture and Environment will continue to simplify administrative procedures, focusing on reviewing administrative procedures with records directly related to people's lives and business activities, administrative procedures with many problems and shortcomings in the actual settlement process; proposing to reduce the number of records of administrative procedures that have been connected and shared data; promptly receiving and resolving feedback and recommendations from businesses; enhancing dialogue, listening and resolving difficulties and problems regarding mechanisms, policies and administrative procedures...

• SUPPORTING ENTERPRISES TO CONVERT TO CLEANER PRODUCTION

With the PGI index in 2024 reaching 23.47 points, ranking 53, compared to 2023, an increase of 2.68 points, but the ranking decreased by 8 places. The shortcomings and limitations here are the situation where a large amount of waste from cultivation and packaging of plant protection chemicals is not properly treated, affecting the quality of the soil, water, air environment and the health of humans, animals and plants. In addition, air quality in locations affected by traffic activities and dust-polluted industrial zones and clusters; water quality in some basins is polluted by urban wastewater, overflowing rainwater, carrying away waste and mud.

To overcome the above-mentioned shortcomings and limitations, the Department of Agriculture and Environment has developed a specific action plan on green growth at the provincial level; integrated environmental factors into planning and public investment; strengthened inspection and handling of environmental violations in production and business. In addition, it has implemented energy saving and efficient resource use programs; actively supported businesses in converting to cleaner production models; advised on adjusting policies to encourage innovation in the field of environmental technology, etc.
