According to official dispatch 6688, the Government Electronic Information Portal issued official dispatch 496 dated August 22 reporting to the Prime Minister on information, press and public opinion related to work and management. In which, Thanh Nien Newspaper on August 22 reported that the Ministry of Finance issued Circular 19 dated April 3, 2023, abolishing Circular 150/2010 guiding on value added tax and corporate income tax for press agencies, which will cause many difficulties for press agencies. Therefore, the Prime Minister requested the Ministry of Finance to review Circular 19, abolishing Circular 150, to ensure that the adjustment and promulgation are consistent with reality.

Circular 150/2010 provides guidance on value added tax and corporate income tax, which also provides some detailed instructions for press agencies to implement, such as "salary costs included in reasonable expenses when determining taxable income for corporate income tax are the actual salary amounts paid to employees, with valid and legal documents".
Thanks to this circular, the press agency can ensure a stable source of income for its reporters. However, now that Circular 150 has been abolished, press agencies do not know which regulations to follow. If the actual salary of reporters is not included in the reasonable and valid expenses, it will be a great disadvantage for press agencies that have financial autonomy and do not receive salaries from the budget. In this case, the income of employees in press agencies is at risk of decreasing sharply in the near future.
