Speaking at the meeting, Prime Minister Pham Minh Chinh stated that ministries, branches, agencies and localities continue to resolutely implement tasks and solutions in the "strategic quartet" according to the Party's resolutions and policies, including: breakthroughs in science and technology development, innovation and national digital transformation; streamlining the organization of the political system; developing the private economic sector; and international integration in the new situation.
The Prime Minister said that the 11th Central Conference had a heated discussion on the Private Economic Development Project. The Central affirmed that "the private economy is the most important driving force of the national economy" .
From this change in thinking, the Prime Minister believes that in the coming time, there must be changes in awareness, working methods, leadership, direction, investment and implementation organization: "In my opinion, there must be breakthroughs. Only with breakthroughs can we contribute to double-digit growth. Only then can we form a "strategic quartet". We must overcome our own limits, overcome normal thinking, then we can make a breakthrough in development. I suggest that we must break out of normal thinking, traditional thinking to solve problems, create breakthroughs, overcome the usual things we often do".
The Prime Minister proposed to distinguish concepts and clarify the role and position of the state economy as the main one, while the private economy is the most important driving force.
The private economic development project needs to set a target that by 2030, the private economy will truly become an important driving force for economic development. By 2045, the private economy will develop rapidly, sustainably, and with high labor productivity.
The Prime Minister especially emphasized focusing on institutional reform, cutting cumbersome procedures, cutting administrative procedures, unnecessary procedures to create conditions for the private economy to develop; reducing the highest compliance costs, reducing administrative procedures.
At the same time, promote science and technology, innovation, digital transformation, green transformation, sustainable business in the private economy; strengthen connections between private enterprises, private enterprises with state-owned enterprises and FDI enterprises; build business ethics, social responsibility, promote entrepreneurship and create trust, motivation and conditions for private enterprises to participate in building and protecting the country.
