According to the program, the meeting focused on assessing the socio-economic situation in March and the first 3 months of the year, the disbursement of public investment capital, the implementation of the 3 national target programs; the direction and administration of the Government, the Prime Minister , ministries, branches and localities; the tasks and focuses in the coming time; and a number of other important contents.
The US is the biggest market, but not the only one
In his opening speech, Prime Minister Pham Minh Chinh said that we have passed a quarter of 2025 in the context of the world situation having many new complex and unpredictable developments, and increasingly strong and sensitive strategic competition.
With the US announcing its reciprocal tariff policy, trade tensions have escalated, potentially disrupting the global trade and supply chain; countries have reacted differently, and stock markets have fallen; strongly affecting global economic growth and stability.
The Prime Minister stated that, since the beginning of the year, we have proactively taken all possible measures in this regard. Party and State leaders, leaders of ministries and sectors have communicated with the US side, and exchanged views through all political and diplomatic channels.
Domestically, we have implemented many solutions related to Vietnam-US trade relations such as continuing to study import tax reduction, purchasing goods, creating favorable conditions for businesses of other countries in Vietnam, including US businesses; at the same time, resolving the legitimate requests of the US side on the basis of harmonious benefits and shared risks.
At the same time, we share with other partners, especially cooperation to promote diversification of markets, products, and supply chains; put economic and trade relations with the United States in the overall economic and trade relations of Vietnam with other countries, especially countries that have signed free trade agreements with Vietnam and other international treaties.
The Prime Minister emphasized that the solutions are very positive, but also maintain the spirit and calmness when facing difficulties and external shocks, promote Vietnamese culture and intelligence to have creative, proactive, timely, flexible, appropriate and effective solutions. The approach and handling of the problem must be comprehensive, both immediate and long-term, both direct and indirect, both broad and focused, both commercial and non-commercial measures to ensure national and ethnic interests.

GDP growth in the first quarter reached 6.93%, higher than the same period in the past 5 years
The Prime Minister assessed that in March and the first quarter, all levels, sectors and localities have focused on drastically implementing tasks and solutions, in addition to regular tasks, especially focusing on 5 tasks: Promoting economic growth in 2025 from 8% or more, creating momentum, creating position, creating force for double-digit growth in the coming years to achieve 2 100-year goals; streamlining and arranging the apparatus according to the direction of the Central Steering Committee; reviewing and completing documents, preparing to organize Party congresses at all levels and moving towards the National Party Congress; focusing on implementing Resolution 57 of the Politburo on science and technology, innovation, digital transformation, Resolution 59 of the Politburo on international integration in the new situation; preparing to organize major national holidays.
Thanks to the drastic participation of the entire political system, people, and businesses under the leadership of the Party, directly and regularly led by the Politburo and the Secretariat, headed by General Secretary To Lam, the socio-economic situation in the first quarter is better month after month, and the first quarter of 2025 is better than the same period in most areas.
In particular, GDP growth in the first quarter reached 6.93%, higher than the same period of the past 5 years and higher than the initial growth scenario, although still lower than the new growth scenario. The fact that Vietnam's growth is among the highest in the region and internationally is a positive sign in the current context.
Along with that, the macro economy is stable, major balances are ensured; all three industrial, agricultural and service sectors have grown positively, especially agriculture. Social culture is focused on; people's lives are improved, happiness index has increased dramatically. Politics and society are stable, national defense and security are consolidated, foreign affairs are promoted, diplomatic activities are very vibrant; maintaining a peaceful and stable environment for national development.
"We must develop, promote economic growth, firmly protect the country's independence, sovereignty, unity and territorial integrity, and make the people increasingly prosperous and happy, with a higher standard of living year after year," the Prime Minister emphasized.
Besides, we are not subjective, negligent and clearly recognize the limitations and shortcomings such as the pressure on exchange rate and interest rate management is still high; purchasing power is slow to recover; land policy and real estate market still have shortcomings; the disbursement rate of public investment capital is lower than the same period...
The Prime Minister asked the delegates to focus on discussing and assessing the context and situation in the past time; the direction and administration of the Government, the Prime Minister, ministries, branches, and chairmen of provincial and municipal People's Committees; the socio-economic situation with highlights, impressions, emotions, concerns, and worries; analyzing causes and lessons learned; forecasting the situation in the coming time; clearly identifying key tasks and solutions in April and the second quarter, things that need to be done immediately, immediate solutions, and long-term tasks.
The Prime Minister noted solutions such as what each ministry, sector, locality and the whole country needs to do to achieve GDP growth of 8% or more; rearranging the apparatus, reorganizing administrative units, building a 2-level local government in the direction of strong streamlining, efficiency, effectiveness, efficiency, the implementation process must not be neglected; promoting the implementation of Resolution 57, Resolution 59 of the Politburo; mechanisms and policies to remove institutional obstacles, cut administrative procedures, reduce time and compliance costs for people and businesses, promote public investment, 3 traditional growth drivers and new growth drivers; tasks that need to be focused on in the fields of culture, society, security, national defense, especially eliminating temporary houses, dilapidated houses, building social housing.
