Cooperation in AI and semiconductor development to promote trade balance

Within the framework of the working trip to the United States and attending the “SelectUSA 2025” Investment Summit, the Vietnamese Ministry of Finance delegation had meetings with two leading technology corporations in the world, Intel and Meta, to promote strategic cooperation orientations in the fields of artificial intelligence (AI) and semiconductors, key areas identified as the core development of both Vietnam and the United States in the next decade, thereby contributing to balancing trade and investment between the two countries.

Intel: Connecting to build national core technology capabilities

On the morning of May 13 (local time), the delegation of the Ministry of Finance of Vietnam had a working session with Ms. Sarah Kemp - Vice President of Government Affairs of Intel Corporation. Representing the Ministry of Finance, Deputy Minister Cao Anh Tuan informed Intel about Vietnam's active presence at the SelectUSA 2025 Conference, which was attended by more than 130 delegates from more than 100 Vietnamese enterprises.

Vietnam is the third largest delegation at this event, demonstrating the strong commitment of the Vietnamese Government to strengthening relations with the United States - a comprehensive strategic partner and an important destination for Vietnamese enterprises in seeking investment and cooperation opportunities in the US market.

The Deputy Minister highly appreciated Intel's long-term and sustainable cooperation with Vietnam over the past two decades. Intel Products Vietnam (IPV) is currently Intel's largest semiconductor chip assembly and testing facility in the world, contributing more than 50% of the Group's global chip testing output and bringing in more than 90 billion USD in export turnover since 2010.

Deputy Minister Cao Anh Tuan particularly acknowledged Intel’s pioneering role in accompanying the National Innovation Center (NIC) through the “AI for All” program – a major initiative to popularize AI knowledge and train more than 10,000 high-quality human resources in the fields of semiconductors and artificial intelligence. In addition, the “AI for the public sector” program supported by Intel is also an important lever to help Vietnam effectively implement e-Government.

Regarding the orientation of human resource development for core technology, the Deputy Minister shared that the Vietnamese Government has issued Decision 1017/QD-TTg, approving the Program "Developing human resources for the semiconductor industry to 2030, with a vision to 2050", with the goal of training at least 50,000 engineers and bachelors to serve the semiconductor industry. He expressed his hope that Intel will continue to accompany Vietnam in designing training programs, supporting scholarships, providing documents and implementing practical training models in Vietnam.

In addition, Deputy Minister Cao Anh Tuan also introduced Decree 182/2024/ND-CP issued by the Government at the end of 2024, which establishes an Investment Support Fund with the aim of encouraging businesses to invest in high-tech fields such as AI and semiconductors. The representative of the Ministry of Finance called on Intel to study the incentive mechanism of this Decree to build a research and development (R&D) center in Vietnam, especially in Hoa Lac High-Tech Park - aiming to turn Vietnam into Intel's core technology center in Asia.

Speaking at the meeting, Ms. Sarah Kemp congratulated the active activities of the Vietnamese delegation at SelectUSA 2025, and highly appreciated the timely response measures of the Vietnamese Government to the US reciprocal tax policy in recent times, from the Government level to the Government-enterprise channels.

Ms. Kemp also expressed her appreciation for the special preferential policies that the Vietnamese Government has applied to pioneering investors in the high-tech sector since 2006. According to her, the efforts of the Ministry of Finance in listening to and handling policy recommendations in a receptive manner have helped create a sustainable foundation for long-term cooperation.

“We thank the Vietnamese Government for supporting companies developing high-tech industries, especially in terms of policies for development,” Ms. Sarah Kemp emphasized.

Meta: Strengthening cooperation to promote AI ecosystem and innovation

Also on May 13, in Washington DC, the Vietnamese Ministry of Finance delegation had a working session with senior leaders of Meta Group. Representing Meta was Ms. Molly Montgomery - Director of Public Policy in charge of the US market and her colleagues.

At the meeting, Ms. Molly Montgomery assessed that Vietnam is an important market for Meta and is becoming more and more important in the context of many manufacturing plants moving to Vietnam. Meta, NIC and the organization "AI for Vietnam" continue to coordinate to build an open-source Vietnamese data set to serve research, development and application of AI. Meta highly appreciated the way Vietnam has proactively responded to issues related to tariffs of the US Government.

“For companies with large production networks in Vietnam, the statements and responses of the Vietnamese Government to the US government are important for their policy of continuing to invest and expand investment in Vietnam,” Ms. Montgomery shared.

Ms. Molly Montgomery also affirmed that stable and certain policies are prerequisites for foreign investors in Vietnam. However, the world is witnessing many uncertain factors, in the coming time, many companies like Meta, in addition to committing to maintaining operations in Vietnam or expanding production and business activities in Vietnam or any other country, need to increase exchanges and cooperation between the Government and the Government and between the Government and Meta. "We hope that in the coming time, we will have even better activities," said Ms. Molly Montgomery.

At the meeting, Mr. Vo Xuan Hoai - Deputy Director of NIC said that Vietnam is making commitments and taking practical actions to promote the development of high technology and semiconductor technology. Most recently, the Government issued Decree 182/2024/ND-CP to establish an Investment Support Fund to support enterprises investing in AI technology, high technology, and semiconductor technology. Vietnam is also focusing on developing infrastructure for AI development.

Recalling Prime Minister Pham Minh Chinh's visit to Meta's headquarters in 2023, Mr. Vo Xuan Hoai said that at that time, the two sides raised issues of exchange including infrastructure, institutions and people to develop AI in Vietnam, and now Vietnam is basically ready for all three of these contents. "I completely believe that Meta can develop its ecosystem in Vietnam in the near future," Mr. Hoai commented.

Discussing with Meta on tariff issues, Mr. Dang Ngoc Minh, Deputy Director of the Tax Department, asked Meta to promptly supplement information related to Meta's proposal to apply the Double Taxation Avoidance Agreement between Vietnam and Ireland. Mr. Minh also said that for the scale of revenue in the Vietnamese market, Meta needs to quickly research and determine its commercial presence, thereby strengthening policy connections and promoting high-tech investment between Vietnam and the United States, especially in areas such as AI, open data and virtual reality devices.

Discussing further on this issue, Ms. Dao Thanh Huong - Deputy Director of the Foreign Investment Agency - shared that Vietnam is currently the destination of many leading technology investors in the world such as Intel, Apple, etc. This proves Vietnam's stable and reliable investment environment. She emphasized that Vietnam gives special priority to investors in the fields of innovation and digital technology and expects Meta to soon establish a commercial presence to research and implement long-term investment activities in Vietnam.

Regarding the proposals and sharing from Vietnam, Ms. Molly Montgomery fully acknowledged and affirmed that there will be specific studies and proposals in the coming time, in line with Meta's strategic orientation and implementation capacity in the Asia-Pacific region.
